Additional information subsequently received from our Wilmington Regional Office indicates that mine dewatering proposed at the Royal Oak Mine may have the potential to dewater wetlands in the area. In lieu of this information, we would like to remind you that you are subject to the conditions specified in Section C, number 1 on page 6 of 9 in Part III of the permit. J.A. Milliken Oyster Co. Royal Oak Mine -- Pe, �a Clemmons Dirt Pit & Construction -_ The subject proposals have been reviewed and recommendations are offered. Willis Seafood Inc. proposes to rinse fish and shrimp and discharge the water to Bogue Sound. It is recommended that coverage be given for this activity. J.A. Milliken Oyster Company proposes to discharge water from washing oysters. It is unclear if ouster shucking is also to be done on the site. No measures are proposed for collecting the mud and sand prior to discharging to surface waters. It is further unclear if there is a ditch or stream on the site. Telephone calls to the applicant have not been returned. The writer has discussed the proposal with staff members of Marine Fisheries and Shellfish sanitation and will continue to gather information about the proposed activity. It is recommended that coverage not be given until further information is gathered. The NOIs and Mining Permit Applications for Clemmons Dirt Pit and for Royal Oak Mine have been reviewed. The mine sites are in very close proximity to each other and are very close to streams and wetlands. The Clemmons mine proposal states that there is to be no pit dewatering and that stormwater is to be directed to an existing pit with overflow to surface waters. The Royal Oak Mine proposal indicates that pit dewatering is to be done. It is recommended that a COC be issued for the Clemmons Dirt Pit.
