For coverage under NPDES General Permit NCG020000, the Division of Energy, Mineral and Land
Resources (DEMLR) is forwarding herewith the reissued Certificate of Coverage and
Stormwater/Wastewater General Permit. This permit is reissued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently
amended.) The following information is included with your permit package:
• New Certificate of Coverage
• Stormwater/Wastewater General Permit
• Technical Bulletin for the General Permit
• Discharge Monitoring Report (DMR) Dorms
• Annual Discharge Monitoring Report forms
• Qualitative Monitoring Report Dorms
The General Permit authorizes discharges of stormwater and/or wastewater (as applicable to your site).
and it specifies your obligations with respect to discharge controls, management, monitoring and record
keeping. Please review the new permit to familiarize yourself with all changes in the reissued permit.
Significant changes to the General Permit are outlined in the 'Technical Bulletin.
Your coverage under the General Permit is transferable only through the specific action of DEMLR. This
permit does not affect the legal requirements to obtain other permits which may be required by the N.C.
Department of Environmental Quality, nor does it relieve the permittee from responsibility for
compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order,
Judgment or decree.

In response to your renewal application for continued coverage under general permit NCG020000 the Division of Water
Quality (DWQ) is forwarding herewith the reissued stormwater general permit. Please review the new permit to familiarize
yourself with the changes in the reissued permit. The general permit authorizes discharges of stormwater and some types of
wastewater. You must meet the provisions of the permit for the types of discharges present at your facility. This permit is
reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.
The following information is included with your permit package:
• A new Certificate of Coverage
• A copy of General Stormwater Permit NCG020000
• A copy of a Technical Bulletin for the general permit
• Five copies of Discharge Monitoring Report (DMR) Forms - wastewater and stormwater
Five copies of Qualitative Monitoring Report Form
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require modification
or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal requirements to obtain other
permits which may be required by DENR or relieve the permittee from responsibility for compliance with any other applicable
federal, state, or local law, rule, standard, ordinance, order, judgment, or decree.

This letter is in regard to the stormwater general permit for Royal Oak Mine issued by this Office on
June 22, 2001. Additional information subsequently received from our Wilmington Regional Office
indicates that mine dewatering proposed at the Royal Oak Mine may have the potential to dewater
wetlands in the area. In lieu of this information, we would like to remind you that you are subject to the
conditions specified in Section C, number 1 on page 6 of 9 in Part III of the permit. Please review this
section of the permit and perform all necessary actions.

The subject proposals have been reviewed and recommendations are offered.
Willis Seafood Inc. proposes to rinse fish and shrimp and discharge the water to
Bogue Sound. It is recommended that coverage be given for this activity.
J.A. Milliken Oyster Company proposes to discharge water from washing
oysters. It is unclear if ouster shucking is also to be done on the site. No measures
are proposed for collecting the mud and sand prior to discharging to surface waters.
It is further unclear if there is a ditch or stream on the site. Telephone calls to the
applicant have not been returned. The writer has discussed the proposal with staff
members of Marine Fisheries and Shellfish sanitation and will continue to gather
information about the proposed activity. It is recommended that coverage not be
given until further information is gathered.
The NOIs and Mining Permit Applications for Clemmons Dirt Pit and for
Royal Oak Mine have been reviewed. The mine sites are in very close proximity
to each other and are very close to streams and wetlands. The Clemmons mine
proposal states that there is to be no pit dewatering and that stormwater is to be
directed to an existing pit with overflow to surface waters. The Royal Oak Mine
proposal indicates that pit dewatering is to be done. It is recommended that a COC
be issued for the Clemmons Dirt Pit. It is recommended that Royal Oak Mine be
issued a COC with application of the conditions of Section C: 1. in Part III on page
6 of 9 of the permit.

In accordance with your application for discharge permit received on May 23, 2001 we are
forwarding herewith the subject certificate of coverage to discharge under the subject state - NPDES
general permit. This permit is issued pursuant to the requirements of North Carolina General Statute
143-215 .1 and the Memorandum of Agreement between North Carolina and the US Environmental
Protection agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and
reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area
Management Act or any other Federal or Local governmental permit that may be required.
