Dear Mr. Carter
In a letter dated July 19, 2012 and in an email dated July 20, 2012, 3M Industrial Mineral Products
requested a change from monthly to quarterly monitoring for outfall 003 located at the subject Pittsboro
Plant. You explained in an email that 5 years prior to the December 2010 sample event and every
month subsequent the sample results have been below the limit as, as set forth in the permit
(NCG020330),
After a review of your requests, data, and permit text, by copy of this letter you are approved to return to
quarterly sampling frequency for outfall 003.
Accordingly, please continue to follow/comply with all analytical monitoring, qualitative monitoring; and
condition requirements as detailed in the permit. You should omit the single December 2010 data point
from consideration and return to quarterly monitoring.

Request for changes to monitoring obligations
The Division of Water Quality received your request for changes in your monitoring
obligations at the Pittsboro quarry on September 20, 2005. Based on our
understanding of your representations of current site drainage conditions as
presented in your letter and attachments, we are granting the following revisions to
your monitoring obligations under NCG020330.
1. You described the monitoring at Outfall 004 as "duplicate sampling of Outfall
003". Our understanding of your description is that Outfall 004 receives no
other stormwater or wastewater discharge other than that which is already
monitored as pit dewatering discharge at Outfall 003. Contingent upon there
being no other contributing stormwater or wastewater flow, 3M may
discontinue all monitoring at Outfall 004.
2. You reported that Outfall 005 has never discharged during a sampling event
and that Outfall 006 is representative of the character of flows from both
Outfalls 005 and 006. As a result of your report that Outfall 006 is
representative of the flows in both outfalls, 3M may conduct the required
analytical sampling on Outfall 006 as representative for both outfalls, and
may discontinue analytical monitoring of Outfall 005. Please note that Outfall
005 must still be included in the twice -yearly qualitative monitoring event.

advising you that an $80.00 fee would be required with the renewal application. Please find enclosed the

Please note that in 1998 Senate Bill 1366 established changes to the permit fee structure for DWQ
permits effective January 1, 1999. This change requires that you pay an annual fee to assure continued
