It all looks ok to me. This letter concerns a discharge of untreated process wastewater from a holding pond breach which reportedly occurred on June 30, 2007. It also transmits the results of the compliance inspection of the facility. Judy Garrett visited the facility with Land Quality Inspectors, on July 2, 2007. It was found that on Friday June 29, 2007, the holding pond -berm at the rock crusher failed and about 50,000 gallons of untreated water and solids was discharged to Crabtree Creek after Hanson staff left the facility. It was reported that the transfer pump in this pond was turned off and it had no float control. As a result, the berm failed during the approximately 1 inch of rain that fell that night. This failure was found by Hanson staff at about 6 am on June 30, 2007. The berm was temporarily repaired, but no report of the discharge overflow was made to DWQ. Additionally, a large deposit of wastewater solids was observed along the bank of Crabtree Creek, During this same site visit on July 2, 2007, evidence of solids discharge was observed from the piles of material that had been removed from the ponds on the south side of Crabtree Creek. This material was piled about 15-20 feet high beside the ponds, on the creek side. A previously constructed sediment basin was full of solids and solids were traced down the creek bank to the creek. During the July 5, 2007 site inspection, DWQ noted many deficiencies in the company's compliance with permit requirements. A Stormwater Best Management Practices Plan is required which outlines the BMPs that are in place to prevent contaminants form entering surface water via stormwater. The plan (T)Must be improved to include all requirements of Part III Section A. of the permit. The plan must also include Preventive Maintenance and Good Housekeeping Practices as required by this section. No Omo�itoring_has been conducted on stormwater discharges, either analytical or qualitative as required by Part III, Section B of the permit. All deficiencies are violations of Part III of the Permit. The DMRs for the wastewater outfall 001 were reviewed and found to be complete. Required Response This Office requires that you respond to this letter in writing within 30 days of receipt of this Notice. The design includes a clay wall structure lined with EPDM rubber (ethylene, propylene, diene monomer) commonly referred to as rubber roofing, and covered with. washed crushed stone. Site personnel have implemented a number of storm water control and diversion measures that have greatly reduced the drainage area for this basin. Our design engineers have completed a design capable of controlling a 25 year, 24 hour storm event. An integral part of the design is the use of a dry prime, automatic self priming auto start, high head, two float assembly control, approximately 3200 gallon per minute, 8" diesel pump. The float system will allow the pump to operate independently, 24 hours per day, on a precipitation dependent basis. The 3200 gallon per minute pump will be capable of removing water from the basin and discharging to the quarry pit during a 25 year, 24 hour storm event. An identical, in specifications, back up pump will be included pursuant to the Division of Water Quality request. The pumps will incorporate a dial alert system for after hours monitoring and an additional fuel tank. Operationally, the processing plant will continue to function as before with regard to the flow of water during working hours. Subject to your approval of this design we will acquire the pumps. We estimate the basin construction to take approximately 3 to 4 days with work performed as much as possible during a dry weather. I apologize for my delay reviewing them. I cannot issue an Authorization to Construct without further information or discussion or drawing revisions on the following points. a) The backslope of the proposed basin scales to a slope of approximately 1-1/2 : 1. I obtained this value by comparing the section elevations of the berm (-245 top and 225 toe, or 20' fall) and the plan view of the backslope at approximately 30' wide. Absent any corroborating soils information I'm not confident that such a slope provides long term soil stability of the backslope of the basin. Please address this ✓ in a resubmittal. b) The EPDM liner is identified as "Non -reinforced". Absent any corroborating experience with this material, it seems to me that a reinforced membrane would be preferable. The resistance of the liner to puncture and its dimensional stability could be critical to the long term integrity of the earthen construction detention basin. Please provide a scrim -reinforced liner. Also please provid liner specs that 7� establish the long term UV resistance in the liner material. c) The typical sump detail confuses me with respect to the pump on and pump off elevations. First, it seems they have been mistakenly reversed with the pump off elevation erroneously set above the pump on elevation. Second, even if this reversal is corrected, these are very large pumps, and with only one foot of separation between the pump on and pump off elevation, you may have large motors with very frequent on -off cycles. Perhaps this is standard practice in the industry, but it runs counter to my experience in other applications. Please clarify for me the intended pump operating cycles. ld) I'm confused about the upslope limit of the detention basin. On the emergency spillway section I see a weir elevation of 243.50', but I see no continuation of the berm on the upslope side. Is it your intent that at maximum water elevation the basin will spread upslope, under the operating equipment? e) On Sheet 2, the Site Map, I see a dark feature that runs approximately 300' along the top of bank. But I see no corresponding representation on the part plan of the detention basin area, nor any detail of this feature. What is it? Please make the two drawings consistent with each other. f) I need three copies of the plans. g) All this work must be the work product of a PE, or under his specific direction-. Comments and revisions to the plans are as follows: A. The slope as shown on the Section A -A on sheet #1 (--245 top and 225 toe) is the existing slope from the plant down to Crabtree Creek. The portion of the slope from elevation 225 to 240 has been in place since the construction of the plant approximately in the late 1950's. This area has been constructed of structural fill, rock and rip -rap. Over ✓ the course of the years this slope has established with volunteer vegetation. To modify this slope would require permitting from the Corp of Engineers and Division of Water Quality. The back slope of the basin is under the plant area and, therefore, not possible to change. The interior slope of the basin was designed utilizing the grade elevations as surveyed. As a rule of thumb, for embankment stability, the sum of the horizontal component of the internal & external slopes should equal 5 or greater (meaning if the interior slope is 2:1 the exterior slope should be 3:1 or greater). Using the existing exterior slope estimated by Mr. Pickle (1.5:1) the interior slope should be constructed at 3.5:1 slope. The details and plans have been modified to reflect the change in the slopes. As shown, this change moves the center line of the basin approximately 4 feet towards the plant. This would make an insignificant change in the volume of the basin. ✓ B. The detail showing the EPDM membrane has been revised to show a reinforced pond liner membrane 45 mil. thick. C. The pump float settings have been revised as follows: Pump On & Pump Off elevation equals 241.0, the emergency Pump Off elevation will be been set at 243.5. The float settings are such that the 'pump off' elevation allows for the basin to be dewatered without the sump being completely drained. This has been set such that in the event that water surface elevation of Crabtree Creek rises to the point such that it begins to back flow into the basin the pumps will be shut off so as to not allow for creek water to be pumped into the pit. As the creek water level drops, power to the pumps can be restored and pumps automatically restarted. D. The upslope limit of the basin terminates at the foundation of the plant structure. Since the installation of the basin, during large storm water events, water does back up and spread under the plant.
