Send all suspicious email as an attachment to report.spam@nc.gov Owen, Thanks for the calls today and wanted to put my thoughts/questions down in one email to you (and for me as well) in one spot and for Andrew's benefit related to the permitting.... -Please show all impacts on the L04 Wetland Impacts map to include call outs for temporary versus permanent impacts for the boulder toe, versus boat ramp, versus coffer dams (in addition to wetland impacts). This map should correspond to an updated impact table from the PCN. -Please clarify why the boulder toe is needed/proposed and include a detail/plan sheet - After reading through Byron's/USFWS letter they did not request that a survey for Elktoe be conducted however that may change once he realizes the coffer dams are in the river. We can talk more about what this would mean coordination and timing wise but it would have some implications on the project if a survey was required and mussels were found. With that said, I think it would be beneficial to also address why a coffer dam / in river work is needed in the first place. I have permitted boat ramps before and they were able to be constructed from high ground so not sure what the difference is with this one. Again if a survey is required and mussels are located then those are some more detailed discussions that will be needed. -Byron's/USFWS letter recommends surveying for active eagle nesting in the vicinity. This would be a condition of our permit so a heads up there to go ahead and start coordinating that to determine if an active nest is present and if that would affect your construction timeframe. - It also may be beneficial to gather everyone on a conference call (or on -site meeting) since there are several moving parts to this one and get everyone on the same page so let me know you/engineer's availability and I can coordinate.
