Thank you for the information. After reviewing the submitted documents, the Division has determined the application is
incomplete and cannot be processed. The application is on hold until all of the following information is received:
1. Please provide the lengths of proposed impacts within the French Broad River for the boat ramp and the river
bank boulder toe. These lengths should be measured parallel to river flow. [15A NCAC 02H .0502]
Detail 2 on Sheet 6 (Typical Coffer Dam) on the updated plan sheets appears to depict a series of settling ponds
constructed behind coffer dams within the French Broad River. The settling ponds are acceptable to treat turbid
water pumped from the isolated area behind the coffer dam. However, they must be constructed in an upland
area (i.e. not in the footprint of the river). Please note that Special Stilling Basins (Section 4.8.4 of the NCDOT
Erosion and Sediment Control Design and Construction Manual) have also been shown to be effective in these
situations. Please revise and re -submit Detail 2 on Sheet 6 without the series of settling ponds depicted within
the river. [15A NCAC 02H .0506(b)]
Pursuant to Title 15A NCAC 02H .0502(c), the applicant shall furnish all of the above requested information for the
proper consideration of the application. If all of the requested information is not received, the Division will be unable to
approve the application and it will be denied as incomplete.

It was nice talking to you earlier this morning, glad to hear y'all are doing well.
I am writing to provide our official response to the comments made by USACE, NCWRC, and NCDWR in regards to the
Silver -Line Park Project PCN. Attached you will find a spreadsheet containing a compilation of all of the comments from
the various agencies and our according response to each. Also attached is a pdf compilation of updated plan sheets
corresponding to our comment response. Please let us know if have any questions or require any further information to
finalize the PCN.

Hi Owen,
I'm finally getting a chance to look through the PCN and WRC's comments. Below are my comments/questions that need
to be addressed before PCN is considered complete:
1. On Plan Sheet LOA there's a wetland impact that appears unaccounted for (see red circle on attached plan
sheet). This will need to be included in the PCN if not already.
2. For the boat ramp, will need linear footage of impact to river bank as well as cubic yards of material excavated
and/or filled below OHWM. Also, will need to provide information as to why ramp will be wider than 20-feet and
please address what type of/expected boats will be using the ramp. This will need to be included in the PCN.
3. Construction sequencing details for boat ramp notes installation of coffer dam. Will need details submitted for
the coffer dam and if below OHWM then will need to include in the PCN as temporary open water impact.
4. 1 will process the PCN under NWP #42 which should cover the wetland fill and the boat ramp — Andrew does this
work for you?
5. Please clarify if any trees/number of trees that will be removed along the French Broad River.
