On behalf of our Client, Jeremy Timco of Divergent Enterprises, LLC, please find enclosed our Sewer
Permit Revision submittal package for the Holden Beach RV Campground. This was permitted on
1/21/2020 and the permit number is WQ0041365. The project is a camp ground located off of NC Hwy
130 (Holden Beach Road) near Holden Beach, NC.
All sewerlines within the project will be privately maintained and will consist of 107 RV Campsites and 3
washing machines.
On 3/18/20 a flow reduction was granted by the Division of Water Resources. A copy of the flow
reduction letter is included for your use. The average daily flow was reduced to 70 gpd per campsite and
included the flow generated by the washing machines. The flow generated by the project has been reduced
from 12,200 gpd to 7,490 gpd. The two sewer pump stations will remain as originally permitted.
The purpose of the revision is to reduce the line size from 8" gravity sewerline to 6" gravity sewerline as
well as replacing, where possible, gravity sewer manholes with gravity sewer clean outs. Therefore the
revised sewer system for this project consists of 3,714 LF of 6" SDR 35 PVC gravity sewer pipe, 100 LF
of 6" CL52 DIP gravity sewer pipe, 9 LF of 4" C900 DR 18 PVC sewer force main, 939 LF of 2-1/2" SDR
21 PVC sewer force main, 475 LF 1-1/2" SDR 21 PVC force main, Lift Station #1 and Duplex Grinder
Pump Station #2.
This submittal package contains the following items:
• This cover letter describing the project contents and location;
• The Fast Track Sewer System Extension Application — Page 3 of 5 listing the line length and size;
• Flow Reduction Approval Letter dated 3/18/2020;
• Check 41113 in the amount of $480.00 to cover the review fee;
• Reduced (12"xl8") copies of the following drawings: C6.0, C6.1, C6.2, C6.3, C6.4, C6.5, C6.6 and
C10.10.

Dear Mr. Timco:
On February 11, 2020, the Division of Water Resources (Division) received a request for an adjusted
daily sewage flow rate (flow reduction) that would apply to all permitted but not yet tributary campsite
sewer connections within the Holden Beach RV Park service area.
In accordance with 15A NCAC 02T.0114(f)(2), the Division has evaluated the request, and based on the
data submitted and the Division of Water and Infrastructure (DWI) guidance, the Division hereby
approves for use by Holden Beach RV Park an adjusted daily sewage design flow rate for the RV
campsite sewer connections tributary to the Holden Beach RV Park with the following conditions:
• The minimum flow per campsite shall be 70 gallons per day.
• The 70 gallons per day includes, per the provided information, the three additional washing
machines as permitted in WQ0041365 on January 21, 2020.
• This flow reduction shall not apply to sewer extension applications and/or permits for any other
public or private organizations whose wastewaterflows are or might become tributary to the
Holden Beach RV Park collection system.
Future sewer extension applications should be made using the flow reduction amount stated above. All
other aspects of the permitting process remain unchanged, and all applications must be in compliance
with the statues, rules, regulations and minimum design criteria as certified by the owner and engineer.
Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows
exceed the effluent limits defined in the permit forthe treatment facility or exceed the capacity of the
sewers downstream of any new sewer extension or service connection(s).

The granting of this flow reduction does not prohibit the Division from reopening, revoking, reissuing
and/or modifying the flow reduction as allowed by the laws, rules, and regulations contained in 15A
NCAC 02T, NCGS 143-215.1, or as needed to address changes in State and/or Federal regulations with
respect to wastewater collection systems, protection of surface waters and/or wastewater treatment.
