Wes, thanks for confirming what I suspected. This discharge can probably be eliminated with the installation of a
different disposal system.
Hannah — as I said in my message yesterday, the CoC number for the Purina facility is NCG500622. (NCG500633 was the
CoC for Craftique, LLC in Alamance County. It's been Inactive for years.) Mr. Madden — the consultant for the facility —
can tell you if the facility has discharged, and when. Discharge records for CoCs of this type are to be kept on -site. He's
copied on this email.
Mr. Madden — as Wes Bell's email documents, the facility discharges to an unnamed tributary to Third Creek. The
discharge point has very low flow, and the Division uses 0 cfs for discharges to unnamed tributaries. If you wish to
explore this further, the Division can request a 7Q10 flow evaluation of the tributary from the USGS. I suggest you speak
with Wes Bell about the non -discharging alternative he describes. That would be better for everyone.

The Purina Mills in Iredell Co. does have a discharge and I've had them in the past submit this biocide worksheet, and
it'is probably them again.
The biocide & boiler blowdown discharges into a small basin with aeration then discharges into stormwater ditch prior
to stream. The discharge flow is very low and it is doubtful the discharge reaches the stream. The company could look
into an evaporative type non -discharge system if they don't want a discharge permit.

There is no Certificate of Coverage (CoC) numbered NCG500563.
Purina Animal Nutrition has a facility in Iredell County with a Stormwater CoC: NCG060306. That company doesn't have
an NPDES [discharge] permit / CoC.
There is a Purina Mills, LLC facility in Iredell County with CoC NCG500622.
Can you send me a scan of the biocide form?
And yes, if the facility does not discharge to surface waters, the CoC can be rescinded. The Regional Office would have
to agree, but they usually do if we can get rid of another discharge.

has ever discharged, and maybe even through this specific outfall. Thanks!
And, could the completely rescind their discharge permit, or even for this outfall, if they don't plan on discharging in the
future as a means to avoid biocide review?

Good afternoon.
There are two biocide reviews that me and Cindy have been working on for weeks now. We have been in contact with
the facility representatives that submitted the information and have received additional information beyond what was
originally submitted. That said, we cannot find a way for the proposed chemicals to obtain a Passing result.
There are a few questions that we have, trying to find a way to approve usage of these chemicals:
1. Has Permitting ever put a cooling water plant under Acute limits for Aquatic Toxicity? We ask because we cant
get biocide approval in our worksheet with the values provided nor can we find a way to associate use of the
chemicals with a parameter in the existing permit.
2. We cannot find that one of the facilities has ever discharged? Is there a way for us to learn if it has ever
discharged?
If the facility has never discharged, could the facility rescind its permit so that it would not have to obtain
biocide approval to use the proposed chemicals?
