A Merger Team was established due to the unknown environmental impacts associated with this project. The Merger Team met on August 15, 2002 and agreed to the Purpose and Need (Concurrence Point 1) and Alternatives to be studied in detail in the NEPA document (Concurrence Point 2). Field studies for the five alternatives selected were conducted and it was determined that there are no wetland impacts associated with any of the alternatives and stream impacts ranged from 110 to 185 linear feet. Due to the minimal stream and wetland impacts associated with the alternatives, the Merger Team agreed to sign the Concurrence Point 2a (Bridging Decisions and Final Alternatives to Carry Forward) form at the Concurrence 3 (Least Environmentally Damaging Practical Alternative) meeting and to proceed with the project. The alternative selected to carry forward is the four-lane median divided with curb and gutter. This is the preferred alternative by the City of Greensboro, The Greensboro MPO and the DOT Division Office. An e-mail was sent to the Merger Team on November 18, 2004 confirming the verbal agreement. July 3, 2006 LYNDO TIPPETT SECRETARY The Environmental Assessment was signed on June 16, 2005 and the Public Hearing was held on May 22, 2006. Based on the impacts, it was not necessary to continue this project through the Merger Process. An e-mail was sent to all Merger Team Members on June 6, 2006 and all responded in agreement to drop this project from the Section 404/NEPA Merger Process. As you are aware, this project was selected for treatment under the new "merger" process. At this juncture, the Regulatory Division has provided concurrence with Purpose and Need and with the selection of Detailed Study Alternatives. Based on the minimal impacts, the merger team members agreed to combine Concurrence Point 2a with the Concurrence Pont 3 meeting. An Environmental Assessment (EA) was prepared and signed on June 16, 2005. The document was circulated on July 21, 2005. Please issue your public notice at the earliest opportunity so that we can jointly proceed toward the bridge locations and lengths and selecting the LEDPA (least environmentally damaging, practicable alternative which meets the purpose and need of the project) following analysis of public input. Once the LEDPA is selected and approved, efforts will be undertaken to further minimize impacts to wetlands and riparian buffers in the LEDPA corridor and to propose suitable compensatory mitigation to offset unavoidable impacts. The following information is a summary of relevant project details and is being provided to assist in the Section 404 regulatory review of the project. Please note that more detailed information is available in the EA. The length of the West Market Street (SR 1008) widening project is approximately 3.6 miles. Improvements to West Market Street (SR 1008) are federally funded. Project Number R-261 1 is included in NCDOT's latest approved Transportation Improvement Program (TIP). Right of way acquisition is scheduled in the 2006-2012 TIP for federal fiscal year 2008 and construction is scheduled to begin in federal fiscal year 2010. The estimated cost of right of way and construction for the proposed action is $16,683,000. West Market Street improvements are included in the 2030 Greensboro Urban Area Metropolitan Planning Organization Long-Range Transportation Plan. PURPOSE AND NEED The purpose is to increase the traffic carrying capacity on West Market Street (SR 1008). The need is based on traffic volume being over the current facility's design. Improvements are also needed to accommodate the expected growth in the area from the FedEx Hub and future commercial development. The project is located in the area between Kernersville and the Piedmont Triad International Airport (PTIA), which anticipates new development over the next 20 years even without the addition of the planned FedEx Hub. The airport is located just east of the project limits. A new 9,000-foot runway and one million square-foot sorting facility is included in the future plans for the airport. West Market Street is a major route to the nearby PTIA and the surrounding interstate network. The Piedmont Authority for Regional Transportation is investigating alternative corridors for commuter/intercity rail service in the area as part of a corridor that would stretch from Raleigh to Asheville. According to the Triad Intercity Rail Study, one of the studied corridors would utilize the existing Norfolk Southern line parallel to West Market Street. There is currently no station locations proposed within the growth impact study area. However, according to Guilford County planners, there could possibly be a station located in the Colfax area. Traffic Volumes and Level of Service West Market Street is classified as a rural major collector in the North Carolina Functional Classification System. Current Average Daily Traffic (ADT) volumes along West Market Street range from 14,200 vehicles per day (vpd) near Bunker Hill Road to 21,600 vpd at NC 68. Truck traffic is six percent of the total daily traffic. These volumes result in a Level of Service (LOS) C. Design year 2025 volume is projected to range from 18,200 vpd at Bunker Hill Road to 26,600 vpd at NC 68, resulting in Level of Service F conditions without the proposed improvements and a Level of Service C with the proposed cross-section.. M ALTERNATIVES CONSIDERED Two broad range alternatives were considered for the proposed project. The alternatives include the No-Build and the Build Alternative. The No-Build Alternative offers no improvements to the project area and does not alleviate existing and future traffic congestion in the project area. In addition, the No-Build Alternative does not improve safety in the project area by providing additional travel lanes, improved shoulders, bicycle and pedestrian accommodations, and additional turn-lanes at intersections. Since the No-Build Alternative does not address the purpose and need, it is not recommended. The Build Alternative consisted of five alternatives that were identified by the Merger Team: Alternate 1, a four-lane median divided curb and gutter section; Alternate 2, a five-lane curb and gutter section; Alternate 3, a five-lane shoulder section; Alternate 4, a four-lane median divided shoulder section, and Alternate 5, a hybrid section comprising of the four-lane median divided curb and gutter at the western end of the project and a five-lane curb and gutter section at the eastern portion. The Merger Team concurred that the four-lane median divided with curb and gutter is the recommended alternative. Since there are no wetlands being impacted and less than 500 linear feet of stream impacts, the team agreed to proceed with the recommended alternate (Alternate 1) and sign the Concurrence Point 2A form at the Least Environmentally Damaging and Practical Alternative (LEDPA - Concurrence Point 3) meeting. Table 1 contains a summary of the quantifiable impacts associated with each alternate. Typical Section The proposed typical section is a four-lane median divided facility with 12-foot inside travel lanes; 14-foot outside travel lanes; curb and gutter; and a 21.5-foot raised grass median. Wide outside lanes are to accommodate bicycles and sidewalks are included on both sides of the project located within the corporate limits of Greensboro at the time of construction and on the north side in areas outside the corporate limits. These include 14 residential, 5 businesses and no minority relocatees. Historic Architectural Resources The area of potential effect (APE) for this project was determined and reviewed by NCDOT staff. The North Carolina State Historic Preservation Office (SHPO) was consulted as part of the process for identifying historic architectural resources located in the APE. There are no properties either listed in or eligible for listing in the National Register of Historic Places within the project area. Archaeological Resources There are no known archaeological sites within the proposed project area. Since the proposed project will not affect any sites eligible for the National Register, further investigation is not warranted. The State Historic Preservation Office concurs with the archaeological review of the project. NATURAL ENVIRONMENT Waters of the United States There are no wetlands in the project area. One perennial stream is located in the project study area: an UT to East Fork Deep River. This tributary flows southward crossing underneath West Market Street at a perpendicular. The proposed road will cross the East Fork Deep River UT near the beginning of the proposed project, impacting approximately 110 feet of stream. Federally Protected Species The USFWS lists one federally protected species for Guilford County. The bald eagle (Haliaeetus leucocephalus) is listed as Threatened, but is proposed for delisting. No suitable habitat for the bald eagle is within or near the project area. The only nearby waterbody is the East Fork Deep River UT, which does not provide suitable foraging or nesting habitat for the bald eagle. Additionally, a July 16, 2002 review of the N.C. Natural Heritage Program's database revealed no known populations within one mile of the project area. Consequently, the proposed project will have "No Effect" on the bald eagle. Hazardous Materials A field reconnaissance survey was conducted and six (6) underground storage tanks (UST) and three (3) aboveground storage tanks) AST sites were identified within the project area. The monetary and scheduling impacts resulting from these sites is anticipated to be low to moderate. There are no apparent regulated or unregulated landfills or dumpsites within the project limits. Enclosed you will find a completed ENG form 4345 and mailing labels. This submittal is in accordance with step four of the guidelines for integrating project review under the National Environmental Policy Act and Section 404 of the Clean Water Act. This letter, along with the previously distributed EA, should provide sufficient information for the issuance of a Public Notice for the project. The hearing is scheduled for May 22, 2006. The ephemeral channel is located at the western end of the project. This channel serves to convey stormwater overflow from a sediment pond on the north side of West Market Street. During storm events stormwater flows from the pond through a pipe underneath West Market Street into the one-foot wide channel. 19. The Division of Water Quality (DWQ) is responsible for the issua of the Section 401 Water Quality Certification for activities that impact Waters of the U.S., including wetlands. It is understanding that the alternatives, as presented in the EA, will result in impacts to jurisdictional streams and riparian buffers. The project will have impacts to streams and riparian buffers associated with the Cape Fear River Basin and Randleman Lake Water Supply Watershed. The DWQ offers the following comments based on review of the aforementioned document: A) East Fork Deep River is listed on the §303(d) list of impaired waters. Instream habitat degradation associated with urban nonpoint sources such as high turbidity and sedimentation is a possible cause of stream impairmer' Design plans should include ways to reduce turbidity both during and after construction. B) After the selection of the preferred alternative and prior to an issuance of the 401 Water Quality Certification. NCDOT is respectfully reminded that they will need to demonstrate the avoidance and minimization of impac;i. to streams and riparian buffers to the maximum extent practical. C) In accordance with the Environmental Management Commission's Rules {15A NCAC 2H.0506(b)(6)), mitigation will be required for impacts of greater than 150 linear feet to any single perennial stream. In the e that mitigation is required, the mitigation plan should be designed to replace appropriate lost functions and values. In accordance with the Environmental Management Commission's Rules (15A NCAC 2H.0506 (h)( the NC Ecosystem Enhancement Program may be available for use as stream mitigation. D) Where streams must be crossed, the DWQ prefers bridges be used in lieu of culverts. However, we realize thus economic considerations often require the use of culverts. Please be advised that culverts should be countersu t to allow unimpeded passage by fish and other aquatic organisms. Moreover, in areas where high quality wetlands or streams are impacted, a bridge may prove preferable. When applicable, DOT should not install the bridge bents in the creek, to the maximum extent practicable. E) NC DOT is respectfully reminded that all impacts, including but not limited to, bridging, fill, excavation and clearing, to jurisdictional wetlands, streams, and riparian buffers need to be included in the final impact calculations. These impacts, in addition to any construction impacts, temporary or otherwise, also need to be included as part of the 401 Water Quality Certification Application. The City of Greensboro supports a 4-lane median section with accommodations for wide outside lanes for bicycles and sidewalks for pedestrians. NCDOT Division 7 is in favor of the 5-lane cross-section due to the amount of big truck traffic in the area. There was discussion about sidewalks on the alternates with shoulder as opposed to curb and gutter. It was noted that additional right of way would be necessary to allow for sidewalks on the back slope of the ditch, and the lack of protection for pedestrians from automobiles without curb and gutter. There was discussion concerning the classification of streams in the area. There was discussion about a hybrid alternate which would be a combination of the 4-lane and 5- lane sections, and right of way width of 100' unless the shoulder section is used with sidewalk as discussed above. There was discussion of the current traffic volumes being over capacity, and that this is a high growth corridor. It was noted that this area will be added for ozone conformity for air quality. Proposed improvements consist of widening the current two-lane roadway to a multilane facility. According to the NCDOT 2002-2008 "TIP, right of way acquisition is scheduled to begin in Fiscal Year (FY) 2006 and construction is scheduled to begin in FY 2008. A Citizens Informational Workshop for the SR 1008 improvement project is scheduled for summer 2002. C. Traffic Capacity Capacity is defined as the maximum number ot'vehicles that can be accommodated in reasonable safety along a roadway within a specific time period. When traffic volumes approach or exceed the capacity of the roadway, operating levels of service are diminished and congestion results. Simply defined, level of service is a qualitative measure that describes operational conditions of a traffic stream along a roadway or at an intersection of two roadways. Six levels of service are defined from A to F, with Level of Service A representing the best and Level of Service F the worst operational conditions. Estimated Average Daily Traffic (ADT) volumes are being developed for the proposed SR 1008 improvements for years 2002 and 2025. 1. Existing Conditions Average daily traffic (ADT) volumes along SR 1008 for the year 2001 range from 15,000 to 17,000 vehicles per day. These traffic volumes result in a Level of Service F on SR 1008 throughout most of the project area. 2. No-Build Conditions - Year 2025 No-Build conditions in the year 2025 assume that the SR 1008 improvements will not be constructed. By the year 2025, average traffic volumes are expected to result in Level of Service F conditions throughout much of the project area. 3. Build Conditions - Year 2025 The multilane highway proposed with the Build Alternative will add capacity and improve traffic flow along SR 1008. In the year 2025, traffic along much of the proposed multilane highway is expected to operate at Level of Service C. There are currently four signalized intersections along the length of SR 1008 improvement project. These intersections will remain signalized with the proposed improvements along SR 1008. 11. ALTERNATIVES The alternatives considered in this Environmental Assessment include the Transportation Systems Management Alternative, Public Transportation Alternative, No- Build Alternative, and Build Alternative. The Build Alternative uses the "best fit" alignment to minimize impacts. A. Alternatives Considered but Eliminated Two of the four alternatives were considered but eliminated because they do serve the purpose need for the project. Alternatives eliminated from further consideration include the Transportation System Management Alternative and the Public Transportation Alternative. 1. Transportation System Management Alternative The Transportation System Management (TSM) Alternative includes limited construction activities designed to maximize the traffic flow and energy efficiency of the present transportation system. TSM measures enhance roadway operations while minimizing capital outlay. These measures can include physical improvements to the roadway network as well as operational improvements. Potential TSM options include optimizing traffic signal timing, coordinating signal operations, adding traffic signals at congested intersections, minor realignment of sharp horizontal curves, adding turn lanes at intersections, and other similar improvements. Due to the dimension of the project, traffic signals will not significantly improve the roadway capacity. Therefore, the TSM Alternative is not a substitute for the subject project and will not be necessary if the proposed implements are completed. 2. Public Transportation Alternative The public transportation alternative includes bus service to decrease congestion. The limitation of mass transit is its inability to serve different trip purposes and types. Greensboro currently has a bus service; however, based on the type of trips generated along SR 1008, a bus system will not substantially reduce the single occupancy vehicle rate in the project area. The purpose of the proposed project is to increase the traffic carrying capacity of the roadway along SR 1008. The public transportation alternative does not meet the purpose and need of the project and was therefore eliminated from further study. B. Alternatives Considered For Detailed Study Of the four basic alternatives considered for this project, two were retained for further study or for comparative purposes. These include the No-Build Alternative and the Build Alternative. 1. No-Build Alternative The No-Build Alternative consists of not constructing the proposed improvements along SR 1008. All other projects currently planned or programmed in the TIP will be constructed in the area as proposed. Continued roadway maintenance and minor improvements along SR 1008 would be part of this concept. The No-Build Alternative does not improve capacity along SR 1008. The No-Build Alternative is the baseline for comparison with the Build Alternative 2. Build Alternative The Build Alternative improves existing two-lane SR 1008 to a multilane facility using the "best fit" widening approach to minimize potential social and environmental impacts. 1) Length of the Proposed Project The total length of the SR 1008 improvements is approximately 3.6 miles (5.8 kilometers). The proposed project begins along SR 1008 at the intersection of SR 2007 (Bunker Hill Road) and ends at the intersection of NC 68. 2) Typical Section Description Four typical sections are being considered for the SR 1008 improvement project (see attached sheets for typical section drawings). A four-lane median section with curb and gutter or shoulder, a five-lane section with curb and gutter or shoulder, or a hybrid section with curb and gutter inside the city limits and shoulder section outside the city limits will be studied. Van Der Wiele, NCDOT Coordinator ( ,V0('--J SUBJECT: Review of Scoping Sheets for Widening of SR 1008 (West Market Street) to a multi- lane section from NC 68 to SR 2001, Guilford County, State Project No. 8.249740 1, TIP Project R-2611. In reply to your correspondence dated March 19, 2002 in which you requested comments for the referenced project. preliminary analysis of the project indicates that unnamed tributaries to East Fork Deep River (Index No. 17-2, Hydrological Unit 030608) lies within the project area. These waters are classified as WS-IV and lie with the Critical Area of the water supply watershed. The Division of Water Quality offers these comments: 1. The project is subject to the Randleman Rules [15A NCAC 2B .0250]. 2. Hazardous spill catch basins will be required for stream crossings within the critical area of the water supply watershed. East Fork Deep River is listed on the §303(d) list of impaired waters. According to the Cape Fear River Water Quality Plan, the East Fork Deep River (7.1 miles from source to High Point Lake) is currently partially supporting (PS) according to recent DWQ monitoring because of an impaired biological community and violations of the state turbidity standard. Instream habitat degradation associated with urban nonpoint sources is a possible cause of biological impairment. Fecal coliform bacteria are also noted as a problem parameter. High turbidity may be from road construction activities in the watershed. Design plans should include ways to reduce turbidity both during and after construction. 4. Within the Cape Fear Basin, urban stormwater runoff is a major concern. Stormwater should be designed to flow into buffer areas or retention basins rather than routed directly into streams. Environmental documentation: a. NCDOT is strongly advised to address secondary and cumulative impacts. b. The document should provide a detailed and itemized presentation of the proposed impacts to wetlands and streams with corresponding mapping. There should be a discussion on mitigation plans for unavoidable impacts. If mitigation is required, it is preferable to present a conceptual (if not finalized) mitigation plan with the environmental documentation. For projects requiring mitigation, appropriate mitigation plans will be required prior to issuance of a 401 Water Quality Certification. 6. Borrow/waste areas should not be located in wetlands. It is likely that compensatory mitigation will be reQuired if wetlands are impacted by waste or borrow. Wetland and stream impacts should be avoided to the maximum extent practical. If this is not possible, alternatives that minimize wetland impacts should be chosen. In accordance with the NCDWQ Wetlands Rules { 15A NCAC 2H.0506(b)(6)1, mitigation will be required for impacts of greater than 150 linear feet to any single perennial stream. In the event that mitigation becomes required, the mitigation plan should be designed to replace appropriate lost functions and values. In accordance with the NCDWQ Wetlands Rules { 15A NCAC 2H.0506 (h)(3)}, the Wetland Restoration Program may be available for use as stream mitigation. Thank you for requesting our input at this time.
