REGAN secretary Subject: NPDES General Permit Renewal and Electronic Reporting Requirements NC Air National Guard NPDES Permit Certificate of Coverage (COC) Number: NCG080607 Dear NPDES Permittee: TRACY DAVIS Direclor The General Permit this facility is covered under was re -issued on November 16, 2017 for a year (expiration October 31, 2018). Our records indicate that your annual fees are up to date; therefore, your coverage has been renewed. There were no changes to the General Permit, and semi-annual monitoring (if it applies to your site) should continue during the next year. We are attaching the General Permit cover page with revised effective and expiration dates. Please maintain your original COC along with this cover page for your records. You can find a copy of the entire General Permit on our website at https://deg.nc.gov/about/divisions/energy-mineral-land-resources/npdes-industrial-stormwater. Although your COC has been renewed successfully, the following item requires your action: You must submit outfall information on-line for this site if you have not already. This action is necessary to prepare for electronic data monitoring report (eDMR) requirements. To submit outfall information to DEQ: Go to the following website and enter the discharge outfall number, type of discharge, receiving water information and other details. The website will walk you through all steps. The website is: https://deg.nc.gov/about/stormwater-program/stormwater-outfall-collection Submitting Outfall Information for E -Reporting The U.S. Environmental Protection Agency (EPA) finalized the National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule in December 2015. The rule requires NPDES regulated facilities to report certain information electronically, instead of filing written paper reports. The first phase of the rule required regulated entities to submit Data Monitoring Reports (DMRs) electronically starting on December 21, 2016, but our system is not yet ready for stormwater permittees. EPA is aware that NC is working on expanding the State's eDMR System to include Stormwater Program DMR reporting. As soon as eDMR is available for your permit, we will notify you (please do not try to register your stormwater permit for eDMR yet). In the meantime, we must collect information about the discharge outfalls at your facility to prepare the system to flow data to EPA as per the federal rule. Thank you for assisting us with this process by submitting your stormwater outfall point locations. TIPS FOR ENTERING OUTFALLS Do NOT submit outfalls that are not covered by your NPDES Stormwater Permit (for example, outfalls from employee parking lots that have NO industrial activity). DO submit outfalls that discharge stormwater with industrial activity, even if they require visual monitoring only (no analytical sampling). While electronic reporting does not apply to visual monitoring, we do need outfall information. Noting "visual only' in the outfall Description field is helpful. This General Permit expires again in October. Then what? We will be in touch again soon! All permittees who do not owe fees will again be renewed coverage automatically. Please review the enclosed summary of contact information and let us know about any changes. Make sure the e-mail address for the Owner Affiliation and/or Permit Contact are correct. We plan to email information about accessing renewal COCs through our website once these General Permits have been renewed. Your coverage under the General Permit is transferable only through the specific action of DEMLR. This permit does not affect the legal requirements to obtain other permits which may be required by the N.C.
