Dear Mr. Vinson:
We are in receipt of the above referenced Notice of Violation, dated May 4, 2020, which
involved three incidents; 305 E Rose (202000342), Sycamore and Second (202000344),
and Market and Hickory (202000348). Below is a discussion of the history as well as the
current and future actions being taken to address these occurrences. Attached is an
overview map showing the locations of the overflows and the projects that are discussed
in this letter.
The Event
On February 6, 2020, overflows were reported at the three locations, which are all located
in Little Buffalo basin. The cause was attributed to a severe natural occurrence.
Please find attached rain gauge data from the Big Buffalo Water Reclamation Facility.
The spill site in question is more than 4 miles from the rain gauge location however the
data shows a large amount of rain on February 6th.

Current and Future Actions
All three locations are part of the same outfall where we have had previous overflows.
To help address this situation, we have completed one recent project and two others are
underway:
Skunk Creek Rehabilitation project
This year, the City finished a cured in place lining project, part of which took place in the
Little Buffalo basin. We cleaned 2,735 feet of 8-inch sewer in Little Buffalo basin, of
which we lined 1,175 feet. Investigations last year identified those sections of line as
sources of inflow and infiltration. This work took place prior to the February event and
may have lessened the impact. In the Spring of 2021, we will flow monitor that area to
determine the impact of our work.
East Sanford CDBG
On February 21, 2020, the City received a $2 million CDBG-I grant to rehabilitate
sections of sewer line in East Sanford that was originally installed prior to 1930. Please
see the attached map. The sections identified for rehabilitation are shown in red.
Sections shown in green are additional segments we may line based on funds available.
This area discharges to the Little Buffalo outfall, therefore any decrease in inflow from
this project will positively impact Little Buffalo. The City is currently acquiring the
services of a grant administrator and engineer for this project. We expect to be able to
start the repair work in the Spring of 2021.
Little Buffalo Rehabilitation — Upper Reach
In January of 2020, design work started to increase the size of a portion of Little Buffalo
outfall. Previously, studies were undertaken to determine our options for addressing the
overflows in the Little Buffalo basin. We expect design to be complete by December of
2020. Concurrently, we are applying for SRF and ASADRA to assist in funding the
construction effort.
