application:
The proposed project is located within a recently acquired utility easement within
undeveloped woodlands. The general land use in the vicinity of the project consists
of a mixture of undeveloped woodlands, residential and commercial land use.

4. Proposed Activity

Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:*
The purpose of the proposed project is to expand the City of Greensboro's sewer
network in order to provide service for anticipated future industrial development
adjacent to the proposed sewer line in order to support economic development
within the Browns Summit area.
The project consists of the construction of 6,821 If of 24-inch gravity sewer line,
which will flow north to south and connect to an existing sewer line along Reidsville
Hwy. The sewer line has been designed to avoid all wetland and stream impacts and
cross the buffers perpendicularly where possible. All stream and wetland crossings
will be installed via jack and bore.
The sewer line will be installed through the buffers via traditional trench and backfill
installation. Temporary bridges will be used to cross the streams during
construction. The temporary bridges will be installed within the proposed sewer
easement, and will span the entire stream, resting on the top of bank and will not
result in disturbance to the stream bed or banks. Upon completion of construction, a
10-ft wide permanent maintenance corridor will be mowed/maintained in perpetuity
through the riparian buffers, while the buffer areas outside of the permanent
maintenance corridor will not be mowed. There will be a total of 4 culverts installed
within non -jurisdictional ephemeral drainages in order to provide vehicular travel
during periods of wet weather, while maintaining natural drainage patterns.
Traditional construction equipment and techniques will be used to construct the
proposed sewer.

Comments:
S&EC completed a delineation for the larger property which the sewer line is located
on. The delineation was field verified by the USACE on 12/10/2019 as noted on the
attached S&EC Delineation Exhibits.
NCDWR issued a Buffer Determination Letter specific to the Reedy Fork Sewer
Outfall project, dated 4/6/2020, which has been attached to this application.

Comments:
Proposed buffer impacts during construction/installation of the sewer line consists of
temporary buffer impacts within the utility easement for temporary construction
access and establishment and permanent buffer impacts from the establishment
and perpetual maintenance of the 10' wide permanent access corridor centered on
the sewer line. Please note that the proposed culverts are not located within
streams. The culverts are located within ephemeral drainages, and the culverts are
needed in order to allowfor vehicular access within the permanent maintenance
corridor during wet weather and will prevent the easement from block flow within the
ephemeral drainages.
D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.*
Buffer impacts have been minimized by crossing buffers perpendicularly where
possible. Where the utility easement runs parallel to the stream, the sewer has been
aligned to minimize buffer impacts to only Zone 2 where possible. Permanent buffer
impacts have been minimized to only a 10' permanent maintenance corridor,
centered on the sewer line, which will be maintained/mowed in perpetuity. Four
culverts are proposed to be installed within the sewer alignment where non -
jurisdictional ephemeral drainages cross the easement. The culverts will provide
vehicular access during wet weather and will prevent blockage of natural drainage
patterns. Please note that the proposed culverts are not located within jurisdictional
streams.
The proposed sewer line has avoided all wetland and stream impacts through the
alignment of the sewer line and use of jack and bore for installation of the sewer at
wetland and stream crossings. During construction, access across wetlands and
streams within the utility easement will be crossed using matting and bridges that will
allow for access while preventing disturbance to the wetlands and streams.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.*
Silt fencing will be installed along the limits of disturbance prior to construction to
prevent impacts to undisturbed buffers and streams. During construction, access
across wetlands and streams within the utility easement will be crossed using
matting and bridges that will allow for access while preventing disturbance to the
wetlands and streams.

Umbrella Mitigation Bank: Bethel Branch Site to satisfy the mitigation requirements related to the
above -mentioned project. The project is located within the service area (HUC 03030002) of the Bank.
Credits may be reserved for a period of 12 months upon the receipt of a non-refundable deposit of 10%
of the purchase price. Should credits not be reserved, they will be sold on a first come, first serve basis.
Credit prices will be guaranteed for a period of 6 months from the date of this letter and are then
subject to change.
An invoice for this transaction will be sent upon your request and we will reserve the credits and price

Diffuse Flow Info
The proposed project consists of construction of a subsurface sewer line that will not create concentrated
stormwater flow through the buffer and therefore diffuse flow is not required. The proposed culverts to be
installed within the ephemeral drainages in the permanent maintenance corridor have been designed with
rip -rap dissipators which will dissipate flow to non -erosive velocities before sheet flowing through the
riparian buffer.
