Several freshwater wetland pockets extend into the eastern portion of the site. Additionally, the site is adjacent to an unnamed tributary of Pages Creek and there are some coastal wetlands along the western boundary. Adjacent land use is mostly residential. 4b. Wetland impacts are needed for a road crossing, driveway access to two lots, utility line installation, and lot development. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The residential subdivision will contain one road that will provide access to a total of 16 single-family lots. Utilities will be installed within the road right of way. One stormwater pond will be located in a low upland area right off of Middle Sound Loop Road. Two 1 S-wide driveways with 3:1 side slopes and culverts will be constructed through wetlands to provide access to Lots 1 and 2. The access driveway impact for Lot 1 will serve a dual purpose and also contain a stormwater pipe that will connect the main pipe to the pond. The limits of disturbance will be cleared of vegetation. Roadways and utilities will be installed. Culverts will be installed as needed. Then home construction will occur. Track hoe, loader, dump truck, bob cat, and other standard construction equipment will be used. 4j. Impact Justification and Mitigation U 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The engineer and developer spent several months developing a site plan that reduced wetland impacts, met County setback and zoning requirements, and was economically feasible. Since a normal high water line and coastal wetlands are located along the western boundary, all impervious development was designed to be in the eastern portion and away from these resources. Additionally, there is a low area (uplands) near the road (see attached grading plan). In order to avoid clear cutting and mass grading, the engineer placed the stormwater pond in this low area. This pushed the road to the easternmost part of the site. Uplands in this area were utilized as much as possible to reduce wetland impacts. Additionally, in order for this project to be economically feasible, 16 lots are necessary. County zoning requires that each lot be no narrower than 60 feet, therefore the developer could not reduce the width of the lots to achieve this lot number. Also note that the County requires setbacks of 35 feet off of freshwater wetlands. This pushed the house footprints on Lots 1-3 down off the road and into one wetland pocket (Impact #6). 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: A sedimentation and erosion control plan and stormwater plan will be developed prior to construction. The NC Natural Heritage Program database was used to determine the presence of federally -listed species. No federally -listed species are known to occur within the site. Several species have been documented within a one -mile radius of the site including the West Indian manatee, Atlantic sturgeon and the bald eagle. The site is approximately 0.5 mile from Pages Creek and does not provide appropriate habitat for the sturgeon or manatee. Uplands within the site support a dense and young canopy of pines with a sparse shrub layer of pines and oaks. Wetlands support a mix of red maple and black gum. The site does not appear to provide suitable habitat for either the bald eagle or the red -cockaded woodpecker. Wetlands within the site appear to be too densely vegetated to provide suitable habitat for the rare plant species known to occur in the county. Forested uplands within the site may support appropriate roosting habitat for the northern long-eared bat. Since no hibernacula or roosting trees are known to occur in close proximity to the site, any effect to the species from tree clearing would be exempt per the 4(d) rule.
