Project Location: Alamance County, NC
Project Description: STIP Project No. U-6010 would improve the U.S. 70 (South
Church Street) intersection at S.R. 1311 (University Drive) and widen South Church
Street to a multi -lane roadway from east of University Drive to west of S.R. 1309
(Westbrook Avenue) (refer to Figure 1). The project includes the installation of multi-
use paths and sidewalks throughout the majority of the project corridor, as well as signal
improvements with pedestrian signals and high -visibility crosswalks (refer to Figure 3).
The designs for U-6010 have been coordinated with STIP Project No. U-5752, an
intersection improvement project currently under construction on South Church Street at
St. Marks Church Road.
Traffic will be detoured onsite during construction.
Anticipated Permit or Consultation Requirements: The USACE holds the final
discretion as to what Section 404 permit will be required to authorize project
construction. If a Section 404 permit is required, then a Section 401 Water Quality
Certification (WQC) from the NCDWR will be needed. It is also anticipated that a
Jordan Lake Watershed Riparian Buffer Authorization will be required to cover the
anticipated riparian buffer impacts associated with the project.
Special Proiect Information:
Purpose and Need: The purpose and need of the project is to improve traffic operations
by providing additional capacity and improve pedestrian and bicycle access.
Estimated Traffic:
Current Year (2020) 12,600 vpd
Future Year (2040) 14,500 vpd
Pedestrian and Bicycle Accommodations: Currently, there are no designated bicycle
lanes along U.S. 70 (South Church Street) or S.R. 1311 (University Drive). There are no
sidewalks along U.S. 70, however a multi -use path currently exists along the east side of
S.R. 1311. U.S. 70 and S.R. 1311 are not part of a designated bicycle route, nor are they
listed in the STIP as a bicycle project, however, S.R. 1311 is listed in the Burlington -
Graham MPO Comprehensive Transportation Plan (September 2010) Bicycle Map as an
on -road facility that "Needs Improvement". U.S. 70 is shown in the Burlington
Pedestrian Plan (Approved 2013) Pedestrian Network Recommendation Map as needing

sidewalks on the south side of U.S. 70 within the project vicinity. In addition, S.R. 1311
(on the south side of the U.S. 70 intersection) is shown as needing sidewalks along the
west side of the roadway.
Designs for this project include realignment of a 10-foot multi -use path on the east side
of S.R. 1311, the addition of a 10-foot multi -use path along the north side of U.S. 70 and
sidewalks throughout the remainder of the project, as well as signal improvements with
pedestrian signals and high -visibility crosswalks. Note: The construction of sidewalks
and multi -use paths are contingent upon a cost -sharing municipal agreement between the
City of Burlington and NCDOT.
Estimated Costs:
The proposed project is included in the 2018-2027 North Carolina State Transportation
Improvement Program (STIP). Right of way acquisition and construction are scheduled
for state fiscal years 2020 and 2021, respectively. The total cost included in the 2018-
2027 STIP is $ 1,750,000. Of this total, $100,000 is for utilities, $200,000 is for right of
way acquisition, and $1,000,000 is for construction, and $450,000 was spent in prior
years.
The estimated costs, based on 2018 prices, are as follows:

Construction: $ 4,900,000
Total: $ 7,576,000

Buffer Impacts — Jordan Lake Watershed Buffer Rules:
This project is located in the Cape Fear River basin (USGS Hydrologic Unit 03030002).
Potential jurisdictional waters identified within the study area are part of the Jordan Lake
watershed. Streamside riparian zones within the Jordan Lake watershed are protected
under provisions administered by the North Carolina Department of Environmental
Quality (NCDEQ). Stream SA, SC and Ingle Creek are subject to these provisions. The
table below presents anticipated buffer impacts of the project:

Hazardous Materials:
One (1) site of concern was identified within the project study area as documented in the
August 3, 2018 GeoEnvironmental Planning Report (refer to location of this site in
Figure 2). Sites of concern that will be impacted by the project will have a Phase II
GeoEnvironmental Investigation performed on them and Right of Way Acquisition
Recommendations will be provided prior to the right of way being acquired.
Contaminated soil, underground fuel storage tanks, and ground water monitoring wells in
conflict with the project will be removed prior to let or addressed in a Project Special
Provision.
Public Involvement — Because the U-6010 and U-6011 [intersection improvements at
U.S. 70 (South Church Street) and S.R. 1158 (Huffman Mill Road)/Shadowbrook Drive]
projects are being planned together, a joint Local Business Information Meeting and
Public Meeting was held for both projects. The meetings were held on August 16, 2018
at the Grove Park Baptist Church in Burlington, NC. The Local Business Information
Meeting was held from 2:00pm to 4:00pm, and the public meeting was held from
5:00pm-7:00pm. Approximately 12 business representatives were in attendance at the
Local Business Information Meeting. Comments received from the local business
owners included concerns with direct impacts to their property and concerns with the
timing and cohesion of the proposed project with a proposed development currently being
planned on their property. Concerns were also raised with the construction easements
and multi -use path that is proposed on the north side of Church Street.
An informal "open -house" format public meeting was held to provide the public with
information about the proposed projects. Large maps of the proposed projects were
displayed on the wall and tables, and NCDOT and consultant staff were on hand to
answer questions and listen to input from citizens. One NCDOT Right of Way staff
member was present to answer questions about the NCDOT right of way acquisition
process. Meeting attendees were invited to provide written comments at the meeting,
through mail or email, or online via the NCDOT project website.
Primary questions/categories of questions for U-6010 included questions about the details
of the maps and what was being proposed, interest in the multi -use path, interest in the
number of traffic lights being proposed, and interest in the future development of the
stream area between Burlington Pediatrics and University Drive - and its impact on this
project.

Response to Question 9 —
The USFWS has developed a PBO in conjunction with the Federal Highway
Administration (FHWA), USACE, and NCDOT for the NLEB (Myotis septentrionalis) in
eastern North Carolina. The PBO covers the entire NCDOT program in Divisions 1-8,
including all NCDOT projects and activities. The programmatic determination for NLEB
for the NCDOT program is May Affect, Likely to Adversely Affect. The PBO provides
incidental take coverage for NLEB and will ensure compliance with Section 7 of the
Endangered Species Act for five years for all NCDOT projects in Divisions 1-8, which
includes Alamance County, where this project is located. This level of incidental take is
authorized from the effective date of a final listing determination through April 30, 2020.
Response to Question 10 —
Jurisdictional streams and wetlands were identified within the project study area. Project
construction will result in approximately 0.04 acres of wetland impacts and 110 feet of
stream impacts.

FEMA Floodplains and Floodways (NCDOT Division 7)
• This project involves construction activities on or adjacent to a FEMA-regulated
stream(s). Therefore, the Division will submit sealed as -built construction plans to
the NCDOT Hydraulics Unit upon completion of project construction, certifying
the drainage structure(s) and roadway embankment located within the 100-year
floodplain were built as shown in the construction plans, both horizontally and
vertically.
NC Floodplain Mapping Program (NCDOT Division 7, NCDOT Hydraulics Unit)
• NCDOT will coordinate with the NC Floodplain Mapping Program (FMP), the
delegated state agency for administering FEMA's National Flood Insurance
Program, to determine the status of the project with regard to applicability of

SUMMARY OF HISTORIC ARCHICTECTURE AND LANDSCAPES REVIEW
Description of review activities, results, and conclusions:
Review of HPO quad maps, HPO GIS information, historic designations roster, and indexes was
undertaken on October 4, 2017. Based on this review, there are no existing NR, SL, LD, DE, or
SS properties in the Area of Potential Effects, which is defined as the study area on the following
maps. The entire APE has been previously surveyed under other NCDOT projects; all properties
over fifty years of age are not eligible for National Register listing. There are no National
Register listed properties and no survey is required. If design plans change, additional review
will be required.
Why the available information provides a reliable basis for reasonably predicting that there
are no unidentified signiricant historic architectural or landscape resources in the project
area:
HPO quad maps and GIS information recording NR, SL, LD, DE, and SS properties for the
Alamance County survey, Alamance County GIS/Tax information, and Google Maps are
considered valid for the purposes of determining the likelihood of historic resources being
present. There are no National Register listed or eligible properties within the APE and no
survey is required.

Project Description: Improve intersection of US 70 (South Church St.) at SR 1226/SR 1311
(University Dr.) in Burlington in Alamance County. Area of Potential Effects (A.P.E.) is
approximately 1,919 meters (6,296 ft.) long and 60 meters (197 ft.) wide. The project is State -
funded, will require Federal permits, and will require easements.
NOTE: This project was originally reviewed in 2017. A No Archaeological Survey Required
form was submitted on 11/9/2017. At that time the project did not require Federal permits. The
permit status recently changed and will require a Federal permit. The recommendation remains
the same, but this form replaces the 11/9/2017 form.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The review included an examination of a topographic map (Gibsonville, N.C.), an aerial
photograph, and listings of previously recorded sites, previous archaeological surveys, and
previous environmental reviews at the Office of State Archaeology (O.S.A.). US 70 is oriented
approximately east -west, and SR 1226/SR 1311 is oriented approximately north -south.
The topographic map shows the landform in the A.P.E. is a ridge top. US 70 crosses an
unnamed stream near the west end, and the A.P.E. includes ridge toes on each side of the stream.
The high ground overlooking the stream appears to be moderately- to steeply -sloped, and has a
low to moderate potential for prehistoric archaeological sites. The A.P.E. is located in a
developed part of Burlington. The east half of A.P.E. is shaded purple and shows little
topographic detail, indicating it is a developed area.
The aerial photograph shows the landuse in the A.P.E. is mostly developed. The east end
appears to be occupied by parking lots and commercial buildings. The area to the east of SR
1226/SR1311 appears to be residential yards and driveways. The west end is a mix of
undeveloped and residential yards and driveways.
A review of information at the O.S.A. shows no previously recorded archaeological sites within
or adjacent to the A.P.E. The A.P.E. has not been previously surveyed for archaeological sites.
The A.P.E. is not within any projects that have been reviewed by the State Historic Preservation
