We are notifying you of an upcoming management change at Progress Energy, owner and
operator of FERC Progress Energy Carolina's Hydro Operations (Yadkin-Pee Dee River
Hydroelectric Project No. 2206, Walters Hydroelectric Project No. 432, and Marshall Project No.
2380). Mr. Ken Kennedy will be replacing me as the Manager of Hydro Operations as I
transition to a new role within the Company. This change will be effective January 11, 2010.
