I have reviewed the CAMA permit file documentation regarding your
proposed construction methodology for stream restoration at Site 13 on
sheet 26 of 40, the West Fork Goose Creek tributary. NCDOT proposes to
not place rootwads or a cross vane rock veir in the channel as depicted
in the typical drawings. The "Natural Channel Design Typical "
indicates in the notes that the number of rootwads installed is to be
determined on site. The typical cross vane detail drawing was provided
but does not appear to be addressed in discussion or the plan sheets.
Coir fiber matting was not shown in the permit drawings. For DCM to
approve, DWQ, USAGE, and WRC must approve. As long as Nikki, Bill, and
Travis approve, the proposed channel design will meet our approval.
Please provide DCM with the as-built drawings and documentation (e-mails
are fine) indicating the approvals of the other agencies. This appears
to be a good call based on site conditions.

And yes, I agree the coir fiber matting to assist with stabilization
is a good proposal. Please keep this email with the as-builts as
documentation of our discussions, and as always, DWQ would like to
have a hard copy of the changes for our files.

My office was asked to review an on-site stream relocation on
R-2539B in Pamlico County (Site 13, sheet 26 of 40, AID
#199303531). The site is 148 feet in length. The details depict
rootwads placed in the meander bends although they are not shown
on the plan sheets. It also shows a rock cross vane shown at the
tie-in location. The majority of the stream and floodplain have
been constructed, except for the upstream and downstream
tie-ins. The bankful depth of this intermittent stream is 1.2
feet with a bankful velocity of 2.1 ft/s. Typically this is a
size stream where we would not recommend rootwads. It is also in
a very wet area. I'm afraid that attempting to install these
rootwads would destroy the typical section of stream that has
been constructed.
The Division took elevation shots from the culvert bottom to the
tie-in location. The difference is 0.09 meters or 3.5 inches.
This gives the stream a slope of 0.2%. The stable reference
upstream has a slope of 0.98%. Therefore I recommend eliminating
the rock cross vane also. It isn't needed for grade control.
I would also recommend using coir fiber mat on the banks of the
entire new stream section. This is not shown on the plans.
I would like to show these changes on the as-built drawings.
