Wilmington, NC 28403 Wilmington, NC 28405 Date: June 10, 2020 Subject: Onslow County SR 1501 Sand Ridge Road Pipe Replacement WBS#: D1716403.2067012 (DWQ Permit Fee: $240) Dear Mr. Shaver and Ms. Steenhuis: The North Carolina Department of Transportation plans to replace existing twin 48" in diameter by 65' in length CMP at location Lat: 34.6673, Long:-77.1876 on SR 1501 Sand Ridge Road where it crosses a UT to the Parrot Swamp (SA; HQW) approximately 100 yards SW of SR 1509 Queens Creek Road. The proposed replacement structure is a 60" in diameter by 65' in length CMP w/ HW. NCDOT would like to request a waiver from the depth specifications of the regional conditions 3.6.1 of the Nationwide Permit 3 and the corresponding General Condition 11 of the Water Quality General Certification No. 4132. Due to the existing geomorphologic fall of the stream channel, burying both of the inverts of the new CMP 1' below the natural streambed elevation would result in a greater than 6 percent pipe slope, causing a high flow erodible condition. NCDOT plans to bury the inlet 1' and install the pipe on a 3% slope which would set the outlet approximately at grade with the natural stream bed. Approximately 5 LF of riprap is proposed to be placed in the downstream channel to prevent any scour due to insufficient burial. (See Attached Permit Drawing). An additional 5' of riprap is proposed in the upstream channel to fill in a hole cause by the joint failure during the May 19, 2020 storm event. By copy of this letter and enclosures, NCDOT is requesting issuance of Nationwide 3 approval from the US Army Corps of Engineers and 401 Water Quality Certification (WQC) #4132 approval from the Division of Water Resources (DWR). A method of debiting $240 to process the WQC request has been provided as noted in the subject line of this application.
