This work will not increase the amount the authorized impacts to the stream. Therefore, the Corps does not need to reissue the permit verification. You may proceed with this proposed work as submitted. The work is to conducted in strict accordance with the conditions of NWP 27. Since our submission of the PCN for this project Trout Unlimited has asked that we also reconstruct 3 existing pedestrian river access sites and decommission 4 existing sites in this reach of the Davidson River. Currently, there are eight constructed pedestrian river access points (steps) on this reach of the Davidson R. within the vicinity of the Setzer Hatchery parking lot. The steps are constructed of soil and gravel held in place by an infrastructure of lumber and rebar. Over the years due to use and erosion many of them have fallen into disrepair. The one set of steps on the left bank near the bridge will remain as is. Thus, in addition to the submitted PCN, the Forest Service asks for approval of the following: 1. Reconstruction of 3 sets of steps at locations designated on the attached Access Points Map. These sites were selected based off the locations of proposed structures. This work would use a trackhoe excavator and hand labor to remove the existing steps and replace them with a set of boulder steps, see attached Access Points Detail. Excavator work would occur from the top of the bank, excavating the river bed and bank to accommodate boulders fashioned into steps. For instream work, streamflow would be diverted away from the bank by building an instream berm around the disturbance. Excavated material would be used to fill around the boulders and all disturbed slopes would be stabilized with erosion control measures. Linear feet of bank disturbed by excavation and placement of boulder/fill would be 10 feet for each site, therefore and total of 30 feet. 2. Decommission 4 existing sets of steps. This work would use a trackhoe excavator and hand labor to remove the existing steps. Excavator work would occur from the top of the bank and all disturbed slopes would be stabilized with erosion control measures. Linear feet of bank disturbed for bank restoration would be 10 feet for each site, therefore and total of 40 feet. As always, please let me know if more information is needed.
