corTcerrl over: possi_b.le ammonia Loxici,ty and subsequent NH3-N limits for the
subject; facilities. As you ,:ri.e aware, and as was indicated in a recent Lei: -
tea: from Trevor. Clements to Sali; Turner (copy attached), North Carolina
requires whole -effluent toxicity testing for all. major: NPDLS facilities as
well as all other. NPDES discharges of cninp.l.ex wastewater.. F?ach of the three

- The City oi- llickor:y-Northeast= 1dk'TP di.scbarges into Lake Hickory (one
of. the Catawba CliAin Lakcs). The effluent .i..imits were haseci on minimum
instantaneous release from Lhe Lake Hhodhiss Dam upstream and are conserva-
t:Eve since they do not take into account the actual volume of water and dis-
iers ion thVst occur:s Within the lake. We do not:. expect, the facility to
impose an ammonia LoxiciLy Lhr.eat Lo Lake Hickory. Also, the City has baen
.in compliance with their Loxi.city limit for the past year.
- The `Town of llenderson has exhibited a toxicity problem and is cur-
i-cernt:ly under a .Judicial Order by Consent to address the situation. The Town
cannoC accept-_ additional complex waste under condi.t:i.ons of the Oi:dor. Their
effluent ammonia nitrogen concentrations consistently average less Lhan 1
and have noL been considered the cause of the problem.
Tile D:i.visi.orr s aware of the potential problems that can be caused in
receiving streams by aijimon.i.a toxicity. The. development of a NH3-N t:oxicit:y
wasteload allocation procedure is on our program agenda for this yea1:.
