Re: Engineering specifications package for the connection of the Sandhills Theatre Arts & Renaissance
School (STARS) sewage system to the Moore County municipal sewage system —Vass, N.C.
To whom it may concern.
The Neighborhood Youth Leadership, Inc. or NYL is the governing body for the Sandhills Theatre Arts &
Renaissance School (STARS) Charter School located in a semi -rural part of Moore County between the
Towns of Vass and Southern Pines, N.C. The physical location of the school is at 140 Southern Dunes
Drive, Vass, NC 28394. The STARS Charter School consists of grades K through 8. The STARS
campus has classrooms, offices, a small theatre room, 3 mobile classrooms, etc. It does not have a
gymnasium or a cafeteria. The 2013-2014 student enrollment is reported to be about 330 students.
Historically STARS has used an on -site septic system for sewage treatment and disposal. In 2012/2013
the Moore County Public Utilities installed a new sewer main which connects the Town of Vass to an
existing segment of the Moore County municipal sewer system. The new sewage pipeline is located
parallel to US Highway # 1 on its east side. A County owned sewage lift station was also installed
diagonally across Highway # 1 from the campus.
The NYL Board of Directors decided to abandon the old on -site sewage system and connect to the new
municipal sewage pipeline belonging to the County of Moore. Environmental Engineering Services (EES)
was hired to develop the specifications related to this endeavor and obtain the necessary permits and
permissions to accomplish this task. EES has designed the new system for 500 students even though it is
our sincere belief that the lift station will accommodate more students than this unless the water patterns
and habits at the school change. It should be a long while before the school can accommodate 500
students; perhaps as long as 5 or 6 years.
In general the new sewage system will consist of a 7,000 gallon concrete lift station, duplex 2 hp grinder
pumps, approximately 1,150 feet of 2 inch PVC force main piping, and approximately 175 feet of 8 inch
PVC piping under US Highway #1 sleeved inside a 16 inch steel casing. Details associated with this
design are shown in the EES specifications package dated 3/20/14 (complete copies of the engineering
plans are not enclosed). The new lift station will only serve the STARS Charter School.
STARS will own the new lift station and the force main leading up to a new 4 ft. diameter concrete
manhole to be installed on the west side of US Highway # 1 (Segment 1). STARS will also pay for and
install the segment of gravity flow piping under US Highway # 1 between the new 4 ft. diameter concrete
manhole and the existing County owned concrete manhole on the east side of US Highway # 1 (Segment
2). Once installed the County of Moore will take ownership of the section of pipeline known as Segment
2.
In pursuance of a permit from NCDENR for Gravity Sewers, Pump Stations, and Force Mains (FTA 08-
13) EES is enclosing the following check list items related to the above described project as applicable.
DWR is being sent the original and a copy of the below listed information.
A) The cover letter you are now reading.
B) A completed application form FTA 08-13.
C) A check for the $480 application fee made out to NCDENR.
D) Certificate of Public Convenience and Necessity. Not applicable for this project.
E) Operational Agreements. Not applicable for this project.
F) Downstream Sewer, WWTF Capacity and Flow Tracking/Acceptance Form (FTSE 08-13). This form
was signed by Mr. Randy Gould, PE — Director of the Moore County Public Works and is attached.
G) Site Maps are attached. These include: 1) One black and white vicinity map, 2) one color topographic
map, 3) one 24 x 36 inch drawing of the STARS campus and the new lift station infrastructure.
H) Stream Classification. The new lift station is more than 100 feet from a named stream, tributary or
surface water source. Therefore a stream classification is not being submitted.
I) Environmental assessments are not needed for this project per conversations EES had with DWR
representatives.
J) Alternative Sewer System. Not applicable to this project.
K) Flow direction information is not needed for this project per conversations EES had with DWR
representatives.
L) Certifications — Attached as part of Form FTA 08-13.
In addition to the above mentioned items and to comply with item 9 of the Form FTA 08-13, I am
enclosing a section from the engineering specifications which discusses design flows for this new lift
station. Copies of the entire specifications package are available upon request.
To the best of my understanding and from discussions with DWR representatives, the information
contained in the engineering specifications package and provided within or attached to this letter conforms
to the applicable parts of the NCDENR publication titled Minimum Design Criteria for the Permitting of Pump
Stations and Force Mains (June 1, 2000) and other rule documents referenced therein.
Representatives from the Moore County Public Works office were concerned that perhaps the public
works director would also need to sign page 6 of Form FTA 08-13 since they will ultimately own the
under -road portion of the proposed STARS pipeline. However, the engineer could not find instructions
for multiple signatures on said form. Ms. Belinda Hinson with DWR - Fayetteville Regional Office
advised EES to send in Form 08-13 without the County signature and later on STARS can transfer
ownership to the County.

Section E. Student Population
1. The current student population at STARS is around 330. However STARS expects to grow
enrollment in the future.
2. There will not be a specific student population limit or cap for the sewage system infrastructure once
it is connected into the municipal sewage system. However, there is a practical limit to the number
of students STARS can accommodate in their buildings. Considering future growth EES has
estimated 500 students for sizing the lift station. However, the lift station is large enough to
accommodate more than 500 students should that ever be needed.
Section F. Existing Sewage System Infrastructure
1. The current septic system is reported to consist of one 3,000 gallon septic tank, one 2,000 gallon
pump tank, a pump which operates via a water level float inside the pump tank, a pressure manifold,
and 10 conventional gravel filled nitrification trenches measuring 3 feet wide by about 168 feet each.
Trench depths are estimated to be about 24 inches, but this was not confirmed.
2. The existing septic tank and pump tank are to be abandoned once the municipal sewage connection
is operational. It is best to remove these tanks and haul them off -site. The existing drainfield shall
also be abandoned but left in place.
3. The existing 2 inch PVC force main will continue to be utilized with the new lift station.
Section G. Wastewater Characterization
1. The wastewater to be generated at STARS will consist of sewage from rest rooms within the school.
There are no cafeteria or athletic facilities or swimming pools on this campus. The school's
wastewater composition should be more or less typical of school sewage with grades K through 8

that do not have a cafeteria. The wastewater will not have any type of industrial component, motor
oils, hazardous or unusual wastes.
2. Plans are to use grinder pumps and send all solids and liquids to the municipal lift station.
3. For reference; according to the NC Division of Environmental Health (DEH) On -Site Wastewater
Systems sewage rules, the daily sewage generation value for schools without cafeterias, gymnasiums
and showers is 10 gpd/student [ref. 15A NCAC 02T .0114 (c)]. STARS Charter School falls into
this category. However, historical water use amounts (from water meter records) at STARS have
historically fallen below this value.
4. A review of historical potable water meter data for the school years 2004 to 2006 showed the average
water consumption per student was typically less than 7 gpd/student. Since that data is relatively old,
it is only being mentioned here for background. A more recent water use review for the school years
of 2011/2012 and 2012/2013 is shown below. While this is not of particular importance when
connected to a municipal sewage disposal system, these values provide the reader a basis for the
engineer's tank sizing determination.
5. All monthly potable water meter readings reviewed by EES for analyses come from Moore County
Public Utility water billing records. Table 2 shows various aspects of the raw water consumption at
the school for the years of 2011/2012 and 2012/2013. The engineer only considered the school -in -
session months (about 9.5 or 10 months per year) for this analysis since water use during the summer
months of June and July tend to be artificially low. In addition a few months during the school years
in review were missing or the data was not complete for various reasons. These months were
skipped in the analysis.
6. Table 2 does not show extremes in flows or pick out exceptionally high flow days, mainly because
daily flow data was not available.

interesting to note that high water use months do not always coincide with high numbers of school "open" days. Monthly
water bill data is not extremely accurate and is subject to misreading by the meter readers. Fewer "open" school days also
raise the daily average within certain months.

1. Using the data from Table 2, the combined average daily flow for the 2 years is about 6.18
gpd/student.
2. Assuming an 8 hour day and using 500 students as a target enrollment (future student enrollment due
to growth), the following can be concluded from the recorded water use:
Calculated Average Daily Flow = 6.18 gpd/student x 500 = 3,090 gallons per day.
3. Assuming a 21 % increase for safety over measured flow values would round the flows to about 7.5
gpd/student or:
Design Daily Flow = 7.5 gpd/student x 500 = 3,750 gallons per day

5. Assuming a peak hourly flow of 2.5 times the average, the estimated peak hourly flow would be:
Design Peak Hourly Flow = 2.5 x 469 gph = 1,173 gallons per hour.
Section H. Sizing the Lift Station
1. Tank Sizing
1. The reader should keep in mind the following details when considering pump and tank sizes:
A) The sewage is being sent to a municipal system and therefore will not face disposal restrictions or daily
now limits.
B) STARS is a private school and will not be accepting sewage from entities over which they have no
control. They can conserve water or even close the school if necessary in an emergency.
C) The calculated average daily flow per student during 2 years of recorded data (Table 2) is about 21% less
than the Design Daily Flow rates being used in these calculations. Without adding a cafeteria or
gymnasium there is no reason to think the per -student flows will change significantly.
D) An enrollment of anywhere close to 500 students will require additional buildings and classroom
infrastructure, so the use of an enrollment value of 500 is in and of itself a factor of safety. This type
growth would likely take 4 or 7 years to accomplish.
E) The engineer does not know of any need for future sewage effluent testing requirements on the STARS
sewage.
F) The lift station shall be sufficiently large to accept a 24 hour flow from the school without pump
activation. This is a safety consideration since the school operates on a municipal water supply and the
transfer pumps will not have an emergency backup power supply.
G) The sewage pump cycle shall operate (run) within a 5 minute and 30 minute window per any one pump
cycle. The pump shall not run less than 5 minutes per activation.
H) The average school day is 8 hours. Most weeks school is in session 5 days and closed on the weekends
and on holidays.
I) A peaking factor of 2.5 was used to determine a maximum hourly flow rate.

4. The Emergency Storage Volume was chosen to be a fu1124 hours of flow and is:
The Minimum Emergency Storage Volume = 3,750 gallons.
5. The pump motor inside the pump tank must be covered with water at all times or it will overheat
when in operation. A 7,000 gallon tank has been selected for the STARS lift station (see Table 4 for
details). From measurements of the proposed pumps, the engineer has assumed the minimum pump
submergence depth is about 18 inches. The actual minimal depth shall be field set once the system is
installed.
6. The bottom of the lift station will be sloped so that solids will migrate away from corners and toward
the grinder pumps and not allow solids to accumulate. The volume of water that it will take to keep
this pump motor covered will depend on the geometry of the pump tank bottom, the final volume of
the pump tank, and the dimensions of the pump. Drawing 4.0-R1 shows a proposed configuration of
the tank bottom.
7. Based on cut sheets for a 7,000 gallon pump tank from Blackwelder Tank Company (actual volume
is 7,100 gallons), the engineer has assumed the pump tank will hold about 50 gallons per inch of
depth once above the sloped bottom. The estimated volume for the bottom 18 inches of tank depth is
approximately:

8. The dosing volume for lift stations will vary based on how the internal on and off floats are set. It is
best to allow stored effluent to be pumped out of the tank on regular intervals instead of
accumulating large quantities before pumping. This will help reduce odors and keep the sewage
stored in the tank relatively fresh. Typically for lift stations the run time is between 5 and 30
minutes. The pump cycle volume has been selected by the engineer to be 300 gallons. At this rate
the pump will cycle between 12 and 13 times per average flow day (i.e. 3,750 gpd). Pump
requirements at peak flow times will be discussed later.
9. Table 4 shows a summary of the sewage volumes which the engineer has selected to be used within
the new STARS lift station. It is important for the reader to know that tank geometry may change
the final numbers. This means different tank manufacturers may have different size tanks that could
slightly change the final flow equalization storage volume. This also depends on the bottom slope of

the tank and what is possible from a tank manufacturing standpoint. A Blackwelder Tank Company
tank is being specified for this project. Changes to the specified pump/flow equalization tank size,
dosing volume, etc. must be approved by the engineer before installation.

10. The numbers presented in Table 4 show that a 7,000 gallon pump tank (actual volume is 7,100
gallons) would be adequate to accommodate all volumes required and allow for some future growth.
Exhibit 3 shows a cut sheet for a 7,000 gallon pump tank which should be adequate for the proposed
pump tank.
2. Lift Station Tank Construction and Installation
Raw sewage from the school buildings flows into the new lift station tank via gravity. The existing
inlet transfer pipes are assumed to be 4 inch (I.D.) PVC. The exact routing of inlet piping into the
new lift station is at the installer's option as long as a slope of at least 1 /8 inches of fall per foot of
horizontal distance is maintained (approximately 1 %). All gravity flow transfer piping should be
installed in a straight line if possible. Drawing STARS 4.0-R1 shows details on the lift station
installation.
2. The pump tank shall be a watertight, structurally sound, and corrosion resistant concrete vessel. This
tank shall have one compartment or chamber. An equivalent tank from a State approved precast
tank manufacturer may be substituted, but permission to change tank vendors or models must come
from the project engineer first. Exhibit 3 shows a cut sheet for the selected tank.
3. This pump tank shall have at least one access manhole located in the center of the tank lid. The tank
opening will be rectangular in shape and have the dimensions of at least 36 inches x 36 inches. Any
underground concrete pump tank shall have adequate extensions above the tank openings so as to
allow ready access to their interiors and internal components from above grade. The manhole
opening shall be covered with a 40 inches (W) x 40 inches (L) riser installed that extends at least 6
inches above finished grade. The riser may also be larger than 40 inches x 40 inches.
