Just recently, the Applicant undercut brush from the areas around the wetlands for flagging. The general land use in the vicinity of the project is largely undeveloped, with sporadic residential structures along a private road that bounds the property on the north side. Some commercial sites can be found on lots fronting Hwy 172. 3b. List the total estimated acreage of all existing wetlands on the property: Undetermined. The wetland limits have only been delineated in the project area (refer to Attachment 12) 3c. Please find below SEGi's response (in blue) to your request for additional information. 1) Please provide the septic permits/suitability map for the area proposed as RV lots. This information is necessary for us to verify the purpose and need of the proposed wetland crossing. Please see attached letter and accompanying exhibit from Pittman Soil Consulting. The Applicant has began the septic permit process and, upon receipt, will forward a copy of said permit to your office, if necessary. 2) Please provide rationale for the road width. What is the frequency of traffic expected? How wide are the vehicles? This information will allow us to better determine if impacts have been minimized to the maximum extent practicable. The RV park will provide parking for 4 motorhomes. It is the Applicant's desire to service larger motorhomes, such as the Class A models, which can have an exterior width of 102 inches in and be legal on all highway systems. The proposed access/egress road would need to provide adequate passage for two of the Class A RVs. Therefore, each lane is proposed to be 12' wide with a 3:1 shoulder (3') on each side of the roadway. 3) Please provide a plan to control erosion and sediment movement during and following construction, such that fill material does not mobilize into wetland areas. Prior to comencing any further land disturbing activity, sediment fence will be installed along the paremeter of the project area. The fencing will remain in tact until construction has been completed and the area has been stabelized. 4) What is the activity proposed in the "temporary" wetland impact areas? Are these areas to be ditched or swaled? Please provide a plan to restore these areas once the road crossing has been completed, including the use of wetland seed mix and a plan to bring these areas back to pre-existing grade. The temporary impacts have been proposed as a construction buffer and are intended to ensure no incidental impacts take place during the construction phase. Upon completion of the road, the temporary wetland areas will be returned to their original grade and seeded with a wetland seed mix. The area is expected to revegetate naturally, as the Applicant intends to return the excavated soil to the area. As always, feel free to call if you have questions or concerns. Tlie purpose of this evaluation was to determine if soils were suitable for septic. Tlie current laws and rules of NC were used as a guide for this evaluation. Hand auger borings in on the site revealed a soil wetness condition at less than 12 "from the surface. The soil texture was found to be a sandy loam, which qualifies the site for sub-surface drainage. A drainage plan has been prepared and the site should be permitted with the addition of soc tile. All permits will be issued by the county or state, and are subject to all rules of the county and state. The findings are based on the conditions of the site at the time of evaluation, and any alterations may adversely impact the results.
