E. Director 12 il:4wQW4171K Dee Freeman Secretary Subject: Review of Progress Energy, Roxboro Steam Electric Plant (NPDES Permit NC0003425): "2011 Environmental Monitoring Report". Dear Mr. Mosely: Michael Shepherd, Jeff DeBerardinis, and Danielle Mir of my staff have reviewed the 2011 Environmental Monitoring report for fish community structure, fish tissue, and limnology data respectively. This report was received by the Environmental Sciences Section (ESS) on October 25th, 2012. Based on a review of the data provided, the fish community structure present in Hyco Reservoir is comparable to other piedmont reservoirs of similar physical size and no concerns were noted. In terms of fish tissue it was noted that while levels of Arsenic, Cadmium, and Copper were highest at the transect nearest the outfall (Station 4), most of these levels were below lab reporting limits. Moreover, there are no human risk assessment criteria for these elements in North Carolina. Similarly, Mercury and Selenium were also highest at the transect nearest the outfall (Station 4). However, levels for these elements were either below lab reporting limits or were well below the NCDHHS fish consumption advisory levels (0.4 mg/kg wet weight and 10.0 mg/kg wet weight respectively). However, there were several water quality standard violations documented in Hyco Reservoir: 1. Hardness (WS-V Standard =100 mg/1). The Hardness standard was exceeded at Station 2B (five observations), 3B (one observation), 413 (six observations), 5D (three observations), 613 (six observations), and 9E (six observations). 2. Manganese (WS-V Standard = 200 mg/1). The Manganese standard was exceeded at Station 413 (one observation), 5D (three observations), 6B (one observation), and 9E (one observation).
