Dear Mr. Mosley: Environmental Sciences Section (ESS) staff has reviewed the subject document which we received on July 291n 2011. Bryn Tracy, Jeff Deberadinis and Deborah Owen evaluated the sections on fish community, fish tissue, and water chemistry respectively. Based on the review of the data provided, we are pleased to note a continuing trend of Mercury and Selenium levels that are below the North Carolina Department of Human Health Service's fish consumption advisory action levels. However, we did note that the concentrations of major ions, conductivity and hardness have increased at monitoring site 4B. This site will need to be closely monitored over time for any potential increases in metals and conductivity in the lake water, sediment and fish tissue. In addition, the following items should be included in future reports: 1. A list of nonindigenous fish species is provided on Page 12. In addition to this list, the following nonindigenous taxa should also be added: White Bass, Green Sunfish, and Redear Sunfish. Including these taxa will allow us to more accurately assess trends in these nonindigenous fish over time. 2. Historical biomass, abundance, relative weight, and quality of fishery data should be shown in graphical or tabular format for the last 10 years. Inclusion of these data will aid in analyzing trends in these metrics over time. 3. Please add Boron, Mercury (low level), and Thallium to the sample locations. All three of these parameters are coincident with coal fired power plants and can have adverse impacts to aquatic life and therefore their monitoring are crucial. Moreover, data from Progress Energy at the intake canal (ESS Hyco Lake Station 5) and for outfall 003 (NPDES Final Outfall to Hyco Lake) indicated that some of these samples had Thallium levels in excess of water quality standards. The low level Hg method is necessary to indicate any potential changes in Hg concentrations that may coincide to the new FGD waste stream. 4. Please provide historical and seasonal results for the last 10 years for the limnological variables currently detailed in Appendix 2. Inclusion of these data will aid in analyzing trends in these metrics over time. If you have any questions, please do not hesitate to contact me or my staff. Sincerely, Jay H.
