Dear Director:
The USDA Forest Service is preparing an environmental assessment concerning the
continuance and reissue of a permit for the Pisgah Fish Hatchery located on the
Davidson River in Transylvania County. We invite your input relative to this
pending item.
The fish hatchery was operated by the U.S. Fish and Wildlife Service from the
mid 50's until 1983. At that time, the North Carolina Wildlife Resources
Commission (NCWRC) was issued a special use permit to operate the facilities.
This permit will soon expire and the NCWRC has applied for renewal of the
permit.
The environmental assessment will weigh the effects of continuing use of the
existing 20+ acre facility for producing fish for stocking western North
Carolina trout waters. The facilities consist of a processing storage and
administrative building, raceways, piping, and water intake structures,
residences, visitor center, and associated drives and parking areas. Future
operations are expected to be similar to past years with the exception of
increased emphasis to be given to interpretive services.
There is a need to remove the sediment that has accumulated above the intake
dam on Davidson River. The NCWRC has applied for a permit from the Corps of
Engineers for this maintenance work. The environmental assessment will address
impacts of this item as well as the proposed issuance of a new permit for the
continued operation of the hatchery.
Should you desire to present an issue and/or concern for consideration, please
do so by December 15, 1993. We appreciate your assistance in helping us to
make management decisions affecting your National Forest.

The N.C. Wildlife Commission has submitted the Division Trout
Farm Questionnaire which shows the Pisgah Fish Hatchery to be the
size requiring a NPDES Permit. It is proposed to issue all trout
farm NPDES Permits concurrently. It is recommended that the
Pisgah State Fish Hatchery be issued a NPDES Permit.
