Proiect Narrative: The Bowman Village, Phase N 1 & N2 project consists of a new 49 lot subdivision (which is part of a larger 177 lot subdivision) with associated public roadways, utilities, open space, drives, parking, etc. being built on two parcels of land totaling 68.64 acres. Future phases will be submitted at a later date. The homes will be a mix of three- and four -bedroom models. The site is located in the vicinity of 7117 Bowman Road, Mebane North Carolina with this portion of the site being north of Bowman road. It can be identified with PIN# 9824-74-5328 & 9824-73-6163. The development of this subdivision will require a public sewer extension to tie into the City of Mebane sewer system. This portion of the gravity sewer extension will consist of 16 new manholes and 1,107.70 If of 8" SDR-35, PVC and 1,157.51 If of 8" ductile iron pipe (DIP). The letter requests an allowable flow rate of 80 gallons per day (gpd) per bedroom based on the evaluated data As daily WWTP data is not representative of the project area, the DMR data from the City of Mebane WWTP (NC0021474) from January 2009 through December 2009 was evaluated to determine the peak sewage month. The highest flow month was December 2009. Daily wastewater flows were recorded downstream of the Holly Ridge Subdivision during December 2010. This data was reviewed by PERCS and Regional Office staff. Based on the data, the Division hereby grants a reduction in flow to 80 gpd/bedroom (minimum of 160 gpd for 1 and 2 bedroom residences) for sewer extension permits issued tributary to the City of Mebane WWTP. Regardless of the adiusted design daily wastewater flow rate, at no time shall the wastewater flows exceed the effluent limits defined in the NPDES permit for the treatment facility or exceed the capacily of the sewers downstream of any new sewer extension or service connection(s). We are crossing under a stream with a sewer bore at the indicated location. Where the sewer makes a perpendicular crossing of the stream we pass between two small wetland areas at a distance of less than 50 feet from both. To mitigate this we are: • Performing a perpendicular crossing, not paralleling the stream or the wetlands. • Boring under the creek with an encasement pipe. The bore pit is outside of the Zone 1 stream buffer. • Constructing the line between MH-Al and EX MH-3 to water main standards with Class 50 pipe and testing to 150 psi, per the Minimum Design Criteria for Gravity Sewer document. • The pipe at the crossing itself within the encasement is restrained joint pipe, again per the Minimum Design Criteria. Also, we did check "no" on the high priority line question as there is no aerial sewer, nor are we contacting the stream. Again, the crossing is perpendicular to the stream, and keeps our disturbance outside of the sensitive stream bank areas and places all of the appropriate erosion control measures on the perimeter of the disturbed area. As you can see there are no pipes parallel to the stream that are subject to erosion. Does that answer your questions?
