RE: Memorandum of Agreement between the New River Basin Coalition and the North Carolina Division of
Water Quality
NPDES Permit Modification for Instream Monitoring
NCO020451 West Jefferson W W"I'P
Ashe County
Dear Mr. Hamilton:
The members of the New River Basin Coalition (NRBC) have been working together to form a group that will
broadened the collective understanding of the New River basin through water quality monitoring. "The Division
of Water Quality (DWQ) greatly appreciates the coalition's support of the monitoring and the time and
expertise contributed by its members.
By this letter the DWQ confirms the waiver of instream monitoring requirements within your individual
NPDES permit in exchange for the NRBC's monitoring of the basin as specified within the Memorandum of
Agreement {MOA) effective August 1, 201 1. The agreement identifies the stations, parameters, and frequency
of monitoring required of the NRBC in order to maintain the instream monitoring waiver for your individual
permit. Influent and effluent monitoring requirements are not affected by this waiver. Should your membership
in the NRBC be terminated, you must notify DWQ immediately and the instream monitoring requirements in
Your permit will be reinstated.
All other terms -and conditions in the original permit remain unchanged and in full effect. 'These modifications
are issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the US Environmental Protection Agency,
