WWW.DOH.DOT.STATE.NC.US LOCATION: TRANSPORTATION BUILDING 1 SOUTH WILMINGTON STREET RALEIGH NC ob NC 87 IMPROVEMENTS NEPA/404 MERGER TEAM MEETING WBS Element No. 34466.4.1 Concurrence Point No. 1 TIP Project No. R-2561 May 24, 2007 Page 1 of 8 PROJECT DESCRIPTION The proposed improvements include the widening of NC 87 from US 74-76 in Columbus County to the NC 87 Bypass (Elizabethtown Bypass) in Bladen County. A state Environmental Impact Statement (EIS) and Record of Decision (ROD) will be prepared for the project. The project location and proposed project study area are shown in Exhibit 1. PURPOSE AND NEED STATEMENT - DRAFT Improved mobility and reduced travel time is important along the NC 87 corridor because of the regional and statewide significance of this facility. NC 87 is an important route serving recreational, commercial and military traffic. The purpose of the project is to improve mobility and reduce travel time along the NC 87 corridor between Elizabethtown and US 74-76. Supportive Information Regional Connectivity In combination with US 74-76 and/or US 17, NC 87 currently connects Fayetteville and Sanford with Wilmington, the southeastern North Carolina beaches, and the Myrtle Beach area in South Carolina. Via US 74-76, NC 87 also connects industries in the Fayetteville area with the State Port at Wilmington and connects Fort Bragg with the Military Ocean Terminal at Sunny Point. The study section of NC 87 is a two-lane segment linking the previously listed multilane regional facilities. Exhibit 2 shows the existing regional multi-lane facilities and the study section of NC 87. The proposed project is a component of the NC Strategic Highway Corridors program, which is focused on upgrading and preserving North Carolina's existing transportation system. The program's goals are to maintain and improve the mobility and connectivity of critical highway facilities while utilizing existing facilities to the maximum extent possible. The program also fosters economic prosperity by moving goods quickly and efficiently throughout the state. By facilitating the flow of through-traffic, the proposed improvements would help move goods throughout the state. NC 87 is identified as an expressway in the Strategic Highway Corridors Program and is part of Strategic Highway Corridor #43. Strategic Highway Corridor # 43 is ultimately envisioned as a combination of a Freeway and Expressway. The functional purpose of freeways and expressways are primarily to provide a high-level of mobility and low-level of access. Via US 74 and NC 87, this corridor connects the Wilmington area to the 1-95 corridor in the Fayetteville area at a length of approximately 83 miles. As part of the Strategic Highway Corridors Program, the proposed project would improve access to and from the Wilmington metropolitan area, which includes business and activity centers such as the Wilmington International Airport (ILM), a State Port, the University of North Carolina at Wilmington campus (UNCW), major tourist destinations such as the USS North Carolina Battleship Memorial and nearby beaches, and New Hanover Regional Medical Center (Level II Trauma Center). The proposed NC 87 Improvements are part of the North Carolina Intrastate System, which was enacted by the Highway Trust Fund Act of 1989 to provide high-speed, safe travel service throughout the state. The subject section of NC 87 is the only remaining two-lane section of the intrastate corridor between 1-95 and US 74-76. • Military Operations In addition to shipping commercial goods statewide along NC 87, the proposed NC International Port (NCIP) would also provide goods to Fort Bragg. Fort Bragg's military and civilian personnel are anticipated to increase as a result of military consolidation initiatives. NC 87 IMPROVEMENTS WBS Element No. 34466.4.1 TIP Project No. R-2561 NEPAl404 MERGER TEAM MEETING Concurrence Point No. 1 May 24, 2007 Page 2 of 8 NC 87 between Fort Bragg and the Military Ocean Terminal at Sunny Point is a major connector on the nationally designated Strategic Highway Network (STRAHNET). The STRAHNET is a system of roads deemed necessary for emergency mobilization and peacetime movement of heavy armor, fuel, ammunition and other commodities to support US military operations. Even though heavy equipment is primarily deployed by rail, highways play a critical role. Population Growth North Carolina's population is projected to grow from 8,682,066 people in 2005 to 12,090,086 people in 2030 (an increase of 39%) (USBOC, 2007). This growth will increase demand for various commercial goods delivered statewide from the State Port at Wilmington and the proposed NCIP. Traffic Capacity NC 87 in the project area is currently classified as a rural minor arterial in the North Carolina functional classification system. Portions of NC 87 within the study area will operate at capacity by the design year (2030). Table 1 shows that the segment of NC 87 from NC 11 to US 74-76 will experience an unacceptable LOS (LOS lower than E) by the design year (2030). There are at least eight intersections in the southern portion of the project study area that will experience a peak hour LOS of E or below in 2030, as shown in Exhibits 3 and 4. TABLE 1 SEGMENT LEVEL-OF-SERVICE SEGMENT NUMBER OF LENGTH (MI) 2005 2030 LANES EXISTING LOS NO-BUILD LOS NC 87 Business to NC 11 2 24.2 C C NC 11 to US 74-76 2 6.1 D E 0 Accident Data - 188 collisions (three fatal) from (January 1, 2003 to December 31, 2005). 69 collisions with animals (37%); 37 run-off road accidents (20%); 34 frontal impact (18%); 31 rear-end collisions (16%); 17 other (9%). - No collision rates (i.e., total, fatal, non-fatal, night, wet) for this section of NC 87 are higher than the statewide collision rates or critical collision rates for two-lane rural NC highways. - Widening the facility and providing adequate shoulders would decrease the number of run-off road accidents. - Providing a median would substantially reduce the potential for head-on collisions. FIRST CITIZENS INFORMATIONAL WORKSHOPS For the convenience of local citizens, two workshops were held for the proposed project, one at each end of the project study area. Identical information was presented at both meetings. Over 850 newsletters were mailed to announce the first public workshops held on August 15, 2006 and October 10, 2006. (The latter workshop was originally scheduled for August 31, 2006 but was postponed due to a tropical storm.) Sixty-seven people attended the workshop on August 15, 2006 and sixty-eight people attended the October 10, 2006 workshop. A total of twenty-one written comments were received from local citizens. Two comments requested that NCDOT examine a new location alternative that would traverse land currently owned by the Weyerhaeuser Paper Company and create a new connection at US 74-76. Based on this preliminary information, NCDOT proposes to develop one build alternative on new location to be presented at the Concurrence Point 2 meeting, in addition to the widening alternatives. No direct discharge of storm water will be allowed to these streams. Stormwater should be directed into site- specific storm water best management practices (grassed swales, pre-formed scour holes, vegetated buffers, etc.) before entering the stream. Please refer to NCDOT Best Management Practices for the Protection of Surface Waters. 2. The project corridor appears to have a large amount of riverine and non-riverine wetlands. DOT should design widening alternatives that avoid and minimize impacts to these wetlands as much as possible. General Comments: 1. DWQ prefers spanning structures. Spanning structures usually do not require work within the stream and do not require stream channel realignment. The horizontal and vertical clearances provided by bridges allows for human and wildlife passage beneath the structure, does not block fish passage, and does not block navigation by canoeists and boaters. 2. In accordance with the Environmental Management Commission's Rules { 15A NCAC 211.0506(b)(6)}, mitigation will be required for impacts of greater than 150 linear feet to any single perennial stream. In the event that mitigation is required, the mitigation plan should be designed to replace appropriate lost functions and values. In accordance with the Environmental Management Commission's Rules { 15A NCAC 2H.0506 (h)(3)}, the NC Ecosystem Enhancement Program may be available for use as stream mitigation. A discussion of potential mitigations strategies should be included in the EA. 3. Bridge deck drains should not discharge directly into the stream. Stormwater should be directed across the bridge and pre-treated through site-appropriate means (grassed swales, pre-formed scour holes, vegetated buffers, etc.) before entering the stream. Please refer to NCDOT Best Management Practices for the Protection of Surface Waters 4. Live concrete should not be allowed to contact the water in or entering into the stream. Concrete is mostly made up of lime (calcium carbonate) and when in a dry or wet state (not hardened) calcium carbonate is very soluble in water and has a pH of approximately 12. In an unhardened state concrete or cement will change the pH of fresh water to very basic and will cause fish and other macroinvertebrate kills. 5. Sedimentation and erosion control measures sufficient to protect water resources must be implemented prior to any ground disturbing activities. Structures should be maintained regularly, especially following rainfall events. 6. Bare soil should be stabilized through vegetation or other means as quickly as feasible to prevent sedimentation of water resources. 7. Sediment and erosion control measures should not be placed in wetlands. 8. Borrow/waste areas should avoid wetlands to the maximum extent practicable. Impacts to wetlands in borrow/waste areas could precipitate compensatory mitigation. s January 6, 2006 Page 3 9. If foundation test borings are necessary; it should be noted in the document. Geotechnical work is approved under General 401 Certification Number 3027/Nationwide Permit No. 6 for Survey Activities. 10. All work in or adjacent to stream waters should be conducted in a dry work area. Sandbags, rock berms, cofferdams, or other diversion structures should be used where possible to prevent excavation in flowing water. 11. Heavy equipment should be operated from the bank rather than in stream channels in order to minimize sedimentation and reduce the likelihood of introducing other pollutants into streams. This equipment should be inspected daily and maintained to prevent contamination of surface waters from leaking fuels, lubricants, hydraulic fluids, or other toxic materials. Bladen County Bridge #14 (December 24, 2003) This bridge is on NC 87 and crosses over Hammond Creek. The bridge is located north of the town of Lisbon. It was built in 1964. Other information: • Bridge roadway width = 28 ft • Deck width = 33.5 ft • Navigable vertical clearance = 0 ft • Operating rating = 179, inventory rating = 146, sufficiency rating = 75 • 2002 ADT = 3000 vph, 2025 ADT = 6000 vph Culveit#204 (February 26, 2004) This culvert is on NC 87 and crosses over Carver Creek. The bridge is located just south of the town of Carvers. It was built in 1930.
