The Owner, Green Meadows Baptist Church is requesting a general permit to construct a septic tank system with a secondary treatment system consisting of a recirculating textile filter and UV disinfection prior to discharge. Due to setbacks, soil depth, &limiting topography,the only option for this site is for a discharge into an unnamed tributary that traverses the property. Adjacent properties have been investigated for subsurface and surface disposal systems by Adrian Pruett, LSS with Carolina Soil and Septic Consulting, PLLC. Davie County Manager has provided us with written documentation that no sewer is available in the area and is not planned for any extension in the foreseeable future. Attached are the required documents for a General Permit for a system to serve a flow equalized system to serve an existing church with a failing septic system. The daily design flow to be discharged is 975 GPD (Gallons per Day), however, we anticipate that actual daily flows will be significantly lower. This wastewater collection, treatment and disposal system is designed to utiltize the existing collection system, existing septic tank to be converted to a grease tank, a new septic tank with baffle and effluent filter,flow equalization tank, recirculation tank, Orenco Advantex AX100 treatment unit,which consists of a recirculating textile filter with(2)gravity dosed ultraviolet light at outlet in series. Discharge from the unit will pass over riprap cascade aeration prior to discharge. We are providing the following supporting documentation as requested for the NPDES for the above referenced project. Items with"0"correspond to NCG5500000 N.O.I. instructions as shown on page 5 of the application. (A) One original and two copies requesting Request for Coverage Under NCG55000 (this letter) (B) A signed and completed original and two copies of the Notice of Intent application. The Permittee is responsible under this COC/ATC to maintain all components of the approved treatment system,designed to meet Surface Water Quality Standards [see attached Operation and Maintenance Agreement]. Compliance duties include: • paying your annual fee [due on the anniversary of COC/ATC effective date], • following the manufacturer's guidelines, • conducting and documenting inspections, in compliance with General Permit NCG550000, • establishing sources for OEM spare parts and supplies, • taking discharge samples for analysis,and logging the results, • making necessary repairs,documenting said maintenance in logs, and • keeping logs onsite for the life of the permit,available for DWR inspection. According to your application the site is to serve a CHURCH with a design wastewater flow of 999 gallons per day. The evaluation was done in accordance with the laws and rules governing wastewater systems in North Carolina General Statute 130A-333 including related statutes and Title 15A, Subchapter 18A, of the North Carolina Administrative Code,Rule. 1900 and related rules. Based on the criteria set out in Title 15A, Subchapter 18A,of the North Carolina Administrative Code, Rules .1940 through .1948,the evaluation indicated that the site is UNSUITABLE for a sanitary system of sewage treatment and disposal. Dear Green Meadows Baptist Church: Carolina Soil&Septic Consulting,PLLC,performed a soil investigation on the parcels referenced above(See Soil Map). The evaluation was performed at your request as part of the preliminary planning process to evaluate the soil suitability for an onsite subsurface wastewater disposal system. Fieldwork performed on April 17,2019 and May 14, 2019. The location was traversed to observe elements of the landscape(slope,drainage patterns,complex topography,etc.) as well as soil conditions(depth,texture,structure,seasonal wetness,restrictive horizons,back fill,etc.)through the use of 20 evaluation pits. The site was evaluated during moist soil conditions. These observations of the site were used to identify areas relative to subsurface disposal of wastewater. The soil/site evaluation criteria used is that contained in 15 A NCAC 18A.1900"Laws and Rules for Sewage Treatment and Disposal Systems". FINDINGS This site is located in the northeastern area of Davie County approximately 4.23 miles northwest of the Town of Bermuda Run,located in the Farmington Township. The NRCS Davie County Soil Survey classifies soils on the evaluated sites as Enon fine sandy loam and Mecklenburg clay loam. These soils were formed in material weathered from mafic or intermediate crystalline rocks such as gabbro,diorite,hornblende schist or diabase. Identified soils were most closely related to Enon Soil Series on the Green Meadows Baptist Church property(PIN 5852590491). The soils contained a shallow dark brown clay loam surface over expansive yellowish brown,brown or strong brown expansive clay subsoil. Multicolored saprolite was encountered within all pits at depths ranging from 19 inches to 51 inches. Within the saprolite horizons common expansive clay veins,Chroma 2 clay/clay veins and weathered rock were identified. In addition to the saprolite in Pits 1,2,4 and 6,rock and weathered rock occurred at depths ranging from 11 inches to 38 inches. All available soil area was evaluated except for the northwest quadrant. This area was unable to be evaluated due to standing surface water and the machines inability to access the site due to sinking into the soil. On May 14,2019 the adjoining property(PIN 5852496776)was evaluated in specific areas as permitted by the current owner. The owner was onsite for the entire evaluation. Identified soils within this site were most closely related to Enon and Mecklenburg Soil Series or a mixture of the two. With direction of the owner soil test pits were evaluated closest to the church property first then in the northwest rear corner in an attempt to identify potentially usable soil as mapped on the NRCS Soil Survey. Pits 1,2,3,4,6,8 and 9 were most closely related to Enon Soil Series and contained a dark brown to brown clay to clay loam surface over a strong brown to yellow brown expansive clay subsoil. Saprolite was identified in those pits at depths ranging from 21 inches to 31 inches. All saprolite was classified as unsuitable for wastewater disposal due to inclusions of expansive clay and Chroma 2 soil colors. Pit 5 was most closely related to Mecklenburg Soil Series and contained a brown clay surface over red clay subsoil with fine sandy loam saprolite at 25 inches. This evaluation pit was identified as suitable for offsite wastewater disposal systems. Pits 7,10 and 11 were a mixture of both Enon and Mecklenburg Soil Series and contained properties of both. Pit 7 was identified as suitable for onsite wastewater disposal to a depth of 21 inches with expansive clay mixing below. Pits 10 and 11 were field identified as unsuitable due to mixed expansive,non-expansive clays within 8 inches of soil surface. Subsoil clay samples were taken on from pits 10 and 11 at depths of 14 to 18 inches to have Apparent Cation Exchange Capacity ran to determine soil suitability and expansive clay content,results attached. Both samples were run twice to confirm findings. Pit 10 was found to be suitable and pit 11 was found to be unsuitable. Though suitable soil was identified within Pits 1,2,5,7,8 and 10 due to lack of available space and usable soil uniformity evaluated areas were determined to be unsuitable for offsite wastewater disposal systems. The attached soils map indicates the location of 20 evaluation pits performed on the sites. RANGE IN CHARACTERISTICS: The solum thickness ranges from 20 to 50 inches. Depth to bedrock is more than 60 inches. Reaction is strongly acid through slightly acid in the upper horizons and strongly acid to moderately alkaline in the lower horizons. Black manganese concretions range from few to common in some horizons of most pedons. COLE ranges from .04 to .09. Some Bt subhorizons may have slickensides. Rock fragment content ranges from 0 to 60 percent by volume in the A, Ap, and E horizons, and from 0 to 15 percent by volume, in the lower horizons. Fragments range from gravel to stones. The A or Ap horizon has hue of 7.5YR to 2.5Y, value of 3 to 5, and chroma of 2 to 4. Texture is sandy loam, fine sandy loam, loam, or silt loam in the fine-earth fraction. In eroded phases the Ap horizon is clay loam silty clay loam, or sandy clay loam in the fine-earth fraction. The E horizon, where present, has hue of 10YR or 2.5Y, value of 4 to 6, and chroma of 2 to 4. It is sandy loam, fine sandy loam, or loam in the fine-earth fraction. The BA or BE horizon, where present, has hue of 7.5YR to 2.5Y, value of 4 to 6 and chroma of 3 to 8. Texture is loam, clay loam, silty clay loam, or sandy clay loam. The C horizon has the same colors and the BC and CB horizons or is mottled or multicolored loamy saprolite weathered from mafic or intermediate, igneous or high-grade metamorphic rocks. COMPETING SERIES: These are Brantley, Canton Bend, Capshaw, Cowton, Gundy, Hampshire, Maben, Magnet, Mecklenburg, Meth, Skyuka, Spray, Su gartown, Wynott, and Zuber series. Brantley, Meth and Zuber soils, on Coastal Plain uplands, have thicker sola. In addition Brantley and Meth soils have hue that ranges to 2.5YR, and Zuber soils have sandy A and AB horizons. Canton Bend, Cowton, Gundy, Magnet, and Mecklenburg soils have hues redder than 7.5YR. In addition, Canton Bend, on stream terraces, have mica in the upper sola and more than 30 percent silt in the control section. Cowton soils have Cr horizons at 20 to 40 inches. Gundy soils are underlain by Carolina slates and fine grained schist rock at 40 to 72 inches. Capshaw and Hampshire soils are underlain by hard limestone at depths less than 60 inches. Maben soils have micaceous sands and shale at depths less than 60 inches. Skyuka soils have C horizons of alluvium, moderate shrink-swell potential in the Bt horizon, and range to 5YR hue in the Bt horizon. Spray soils have sola less than 20 inches thick. Sugartown soils have sola more than 60 inches thick. Wynott soils have a depth to soft bedrock of 20 to 40 inches. GEOGRAPHIC SETTING: Enon soils are gently sloping on ridgetops and sloping to steep on the side slopes in the Southern Piedmont uplands. Slopes are generally between 4 and 10 percent but range from 2 to 45 percent. Coronaca, Davidson, Gaston and Lloyd soils have Bt horizons with rhodic colors it least in the upper part. Also, Cullen, Davidson, Gaston and Lloyd soils are Ultisols. Cullen soils have red Bt horizons. Poindexter soils have weathered bedrock at depths of 20 to 40 inches and are Fine-loamy. Sedgefield soils are moderately well drained. Wilkes soils have weathered bedrock within 20 inches of the surface. Winnsboro soils have a depth to soft bedrock of 40 to 60 inches. All these soils except for Armenia, Iredell and Sedgefield are well drained and are on similar landscape positions as Enon soils. Armenia soils are in heads of drains, drainageways, and depressions. Brewback (T), Iredell, Sedgefield, and Virgilina soils are in upland flats, depressions, heads of drains, and :oeslopes. DRAINAGE AND PERMEABILITY: Well drained; medium to rapid runoff; slow internal drainage; slow permeability. USE AND VEGETATION: Cleared areas are used primarily for growing pasture, hay, corn, soybeans, and small grain. Forested areas have varying association of shortleaf, loblolly, and Virginia pine, eastern redcedar, white oak, northern and southern red oak, hickory, yellow-poplar, sweetgum, blackgum, dogwood, and holly. DISTRIBUTION AND EXTENT: Georgia, North Carolina, South Carolina, and Virginia. The series is of moderate extent. CMM:RBS:AG 05/2006 MECKLENBURG SERIES The Mecklenburgseries consists of verydeep, well drained, slowlypermeable soils that formed in residuum weathered from intermediate and mafic crystalline rocks of the Piedmont uplands. Slopes range from 2 to 25 percent. Mean annual precipitation is 45 inches, and mean annual temperature is 59 degrees near the type location. TAXONOMIC CLASS: Fine, mixed, active, thermic Ultic Hapludalfs TYPICAL PEDON: Mecklenburg loam--pastured. (Colors are for moist soil unless otherwise stated.) Ap--0 to 8 inches; reddish brown (5YR 4/4) loam; moderate medium granular structure; friable; many fine roots; common fine pores; common fine black concretions; slightly acid, clear smooth boundary. (2 to 11 inches thick) Bt1--8 to 17 inches; yellowish red (5YR 4/6) clay; moderate medium subangular blocky structure; firm, sticky, plastic; common fine roots; few fine pores; many fine black concretions; common distinct clay films on faces of peds; slightly acid; gradual wavy boundary. Bt2--17 to 25 inches; yellowish red (5YR 4/8) clay; common fine distinct brownish yellow (10YR 6/6) mottles; moderate medium subangular blocky structure; firm, sticky, plastic; few fine roots; few fine pores; common black concretions; common distinct clay films on faces of peds; slightly acid; gradual wavy boundary. (Combined thickness of the Bt horizon is 12 to 35 inches.) BC--25 to 36 inches; yellowish red (5YR 4/8) clay loam; common medium faint reddish yellow (7.5YR 6/6) and common fine distinct yellowish brown (10YR 5/4) mottles; weak subangular blocky structure; firm, sticky, plastic; few fine black concretions; common fine lenses of gray clayey saprolite; slightly acid; gradual wavy boundary. (3 to 15 inches thick) C--36 to 60 inches; mottled yellowish red (5YR 4/8), reddish yellow (7.5YR 6/6) and yellowish brown (10YR 5/4) highly weathered saprolite that has a sandy clay loam texture; massive; friable; many black and gray minerals; slightly acid. TYPE LOCATION: Davidson County, North Carolina; 0.7 mile west of Linwood on SR 1134; 20 feet north in pasture at bend in road. RANGE IN CHARACTERISTICS: Solum thickness ranges from 20 to 60 inches. Depth to bedrock is greater than 5 feet. The soil ranges from strongly acid to slightly acid in the A horizon and is moderately acid to neutral in the B and C horizons. Content of rock fragments of gravel and cobble size range from 0 to 30 percent by volume in the A horizon and 0 to 10 percent in the B horizon. Manganese concretions are few to many in the A and B horizons. Content of flakes of mica ranges from none to few. The A or Ap horizon has hue of 2.5YR to 7.5YR, value of 3 to 6, and chroma of 2 to 6. A or Ap horizons with moist values less than 4 are less than 6 inches thick. The A horizon is fine sandy loam, sandy loam, silt loam, loam, or their gravelly analogues. Eroded phases are sandy clay loam or clay loam. The BE or BA horizon, where present, has hue of 2.5YR or 5YR, value of 3 to 6, and chroma of 4 to B. It is loam, sandy clay loam, or clay loam. The Bt horizon has hue of 2.5YR or 5YR. In the upper part, value is 3 to 6 and chroma is 4 to 8. In the lower part, value is 4 to 6 and chroma is 4 to 8. Few to common mottles in shades of brown, yellow or red are in the lower Bt horizon in most pedons. The Bt horizon is clay with clay content from 40 to 60 )ercent. The BC horizon has hue of 2.5YR to 7.5YR, value of 4 to 7, and chroma of 4 to 8 and is often mottled in these colors. It is loam, sandy clay loam, or clay loam, and contains up to 25 percent saprolite. The C horizon is mottled or multicolored saprolite weathered from mafic crystalline rock. It is variable in texture but typically is loamy. 7,OMPETING SERIES: These are Brantley, Canton Bend, Capshaw, Cowton, Enon, Gundy, Hampshire, Maben, Magnet, Meth, Spray, Zion, and Zuber series in the same family. Those in closely related families are Coronaca, Iredell, and Wilkes series. Brantley, Canton Bend, Capshaw, Cowton, Maben, and Meth soils are more acid in the B horizons than Mecklenburg. Coronaca soils have moist colors of values of less than 4 throughout. Enon, Hampshire, Iredell, and Zuber soils have hue of 7.5YR or yellower in the Bt horizon; and in addition Zuber soils have sandy A and AB horizons. Gundy soils are more permeable and developed from slate or fine grained schist. Magnet soils are more permeable and formed in residuum from syenite and other intrusive igneous rocks. Spray soils developed from mudstone, siltstone, or shale. Wilkes and Zion soils have bedrock at a depth of less than 40 inches. GEOGRAPHIC SETTING: Mecklenburg soils are on nearly level to moderately steep Piedmont uplands. Slope gradients are 0 to 25 percent, most commonly between 2 and 10 percent. These soils have developed in weathered intermediate and mafic crystalline rocks. Average annual precipitation is about 45 inches. Mean annual soil temperature is about 59 degrees F. GEOGRAPHICALLY ASSOCIATED SOILS: In addition to the competing Coronaca, Enon, Iredell, Wilkes, Winnsboro, and Zion Series, these (are Cecil, Cullen, Davidson, Gaston, Lloyd, and Pacolet series. These soils have a base saturation less than 35 percent. (DRAINAGE AND PERMEABILITY: Well drained. Runoff is slow to medium and internal drainage is slow. Permeability is slow. USE AND VEGETATION: Cleared areas are used primarily for corn, soybeans, small grain, hay, and pasture. Forested areas are in shortleaf, loblolly and Virginia pines, yellow- poplar, sweetgum, southern red oak, northern red oak, white oak and hickory. Flowering dogwood, Eastern red cedar, sourwood, winged elm, sassafras, greenbrier, and American holly are common in the understory. DISTRIBUTION AND EXTENT: Alabama, Georgia, North Carolina, South Carolina and Virginia. The series is of moderate extent. In the absence of site-specific discharge records sufficient for a low-flow analysis,estimates of low-flow characteristics at ungaged locations are determined by assessing a range in the low-flow yields(expressed as flow per square mile drainage area,of cfsm)at nearby sites where such estimates have previously been determined. A basin delineation completed using the online USGS StreamStats application for North Carolina(https://streamstats.usgs.gov/ss/) indicates the drainage area for the point of interest(36.01983,-80.50359 NAD83)is approximately 0.05 sqmi. For streams in Davie County,low-flow characteristics published by the USGS are provided in the following reports: (1)The first is a statewide report completed in the early 1990's. It is USGS Water-Supply Paper 2403, "Low-flow characteristics of streams in North Carolina" (Giese and Mason, 1993). An online version of the report is available at http://pubs.usgs.gov/wsp/2403/report.pdf. The report provides the low-flow characteristics(based on data through 1988)via regional relations and at-site values for sites with drainage basins between 1 and 400 sqmi and not considered or known to be affected by regulation and/or diversions. (2)The second is a statewide report published in March 2015. It is USGS Scientific Investigations Report 2015-5001, "Low-flow characteristics and flow-duration statistics for selected USGS continuous-record streamgaging stations in North Carolina through 2012" (Weaver,2015). The report is available online at http://pubs.usgs.gov/sir/2015/5001/. The report provides updated low-flow characteristics and flow-duration statistics for 266 active(as of 2012 water year)and discontinued streamgages across the state where a minimum of 10 climatic years discharge records were available for flow analyses. Inspection of the above reports indicates the presence of seven (7)selected nearby USGS partial-record sites(5)and continuous-record streamgages(2)in vicinity of the point of interest where low-flow characteristics were published. Among these 7 sites,the low-flow discharge yields for the indicated flow statistics are as follows: Annual 7Q10 low-flow yields ==>from 0.01 to 0.1 cfsm (average about 0.06 cfsm, median about 0.08 cfsm) Annual 30Q2 low-flow yields==>from 0.08 to 0.33 cfsm (average about 0.24 cfsm, median about 0.29 cfsm) Average annual discharge yields==>from 0.9 to 1.03 cfsm (average about 0.99 cfsm, median about 1 cfsm) Application of the above range in yields to the drainage area (0.05 sqmi)for the point of interest results in the following estimated low-flow discharges: Annual 7Q10 discharges==>from 0 to less than 0.01 cfs (both average and median at 0 cfs) Annual 30Q2 discharges ==>from 0 to less than 0.02 cfs (both average and median about 0.01 cfs) Average annual discharge ==>approximately 0.05 cfs (both average and median) 1 In summary,the presence of a very small upstream drainage area results in the 7Q10 discharge being zero flow and the 30Q2 being less than 0.02 cfs.
