Howes, Secretary A. Preston Howard, Jr., P.E., Director February 3, 1997 MEMORANDUM To: Melba McGee From: Eric Galamb Subject: FONSI for NC 43 Widening Pitt County State Project DOT No. 8.1221201, TIP # R-2252 EHNR # 97-0331, DWQ # 11436 The subject document has been reviewed by this office. The Division of Water Quality (DWQ) is responsible for the issuance of the Section 401 Water Quality Certification for activities which impact waters of the state including wetlands. The subject project may impact waters including wetlands. The following comments are based on the review of the document: A) DOT may be required to provide stream mitigation if significant stream loss or degradation occurs. DOT is reminded that endorsement of a FONSI by DWQ would not preclude the denial of a 401 Certification upon application if wetland and water impacts have not been avoided and minimized to the maximum extent practicable. Questions regarding the 401 Certification should be directed to Eric Galamb or Cyndi Bell in DWQ's Environmental Sciences Branch at 733-1786. cc: Washington COE Jay McInnis, P&E Michelle Suverkrubbe nc43pit.fon FAXED FEB 0 3 1997 Environmental Sciences Branch • 4401 Reedy Creek Road Raleigh, North Carolina 27607 Telephone 919-733-9960 FAX # 733-9959 An Equal Opportunity Affirmative Action Employer 50% recycled/10 % post consumer paper Environmental Review Tracking Sheet D MEMORANDUM TO: - Water Quality Section I / 2, 3? it ZIA ?__ Env.
