There is a proposed WLA for Greater Badin WWTP / NCO074756 / Little
Mountain Creek. A permit does exist for this facility which is for a new
plant to replace the old inadequate systems. This point of discharge is
plotted on topo map and is included on the subbasin facility listing also.
It is indicated as a separate facility.
There was also a permit issued for Aluminum Company of America /
NC0004308 / Yadkin River. In the staff report it was stated by the region
that they wished to have one centralized location for the point of dis-
charge. This point of discharge will be plotted and labelled one central-
ized location as requested by the regional office. However, the other 8
points of discharge will be plotted as well and included on the subbasin
facility listing.

5. Directions to site: The ALCOA plant is located in the Town of Badin
at the intersection of NC Highway 740 and S. R. 1719.

Outlet 003 - Treatment facilities consist of an aerated lagoon
(diffused air), chemical addition (caustic soda, ferric chloride and
sulfuric acid), an oil skimmer and instrumented flow measurement.
Wastewater is generated from the washing of pot shells used for casting
aluminum ingots and air compressor cooling water.
Outlet 004 -- No treatment facilities. Discharge consists of air
compressor blowdown, non -contact cooling water and storm water..
Outlet 005 - Discharge is from an oil/water separator which receives
storm runoff.
Outlets 006, 007 and 008 - Non -contact cooling water resulting from the
production of electricity at hydroelectric facilities.
Outlet 009 - Discharge is from an oil/water separator which receives
storm runoff.
2. Proposed Modifications: Not applicable.
Part III - EVALUATION AND RECOMMENDATIONS
1. Performance Evaluation: A review of the last twelve (12) monthly
self -monitoring reports indicates that the facility has maintained
consistent compliance with the effluent limitations in the existing
Permit.

2. 0 & M Evaluation: A11 facilities appeared to be properly operated
and maintained. The lake bottom at the points of discharge for
outlets 002 and'009 appearsto have localized accumulations of black
sediment which appears to be fine particles of coke being washed
by storm water from the coke handling area (Note: Coke is used as
a fuel for the furnaces).
3. Recommendations and/or Special Conditions: It is recommended that the
Permit be renewed as requested.
Note No. 1 - Outlet 001 has been eliminated.
Note No. 2 - The applicant has requested that the existing Permit
monitoring requirement for upstream and downstream
BOD5 be eliminated for outfall 003. The Mooresville
Regional Office agrees that the existing requirement is
an unnacessary burden and, therefore, recommends that the
renewed Permit require effluent BOD5 monitorin r -

Note No. 4 - The applicant is presently adding H2SO4 to the discharge
from outlet 002. This discharge consists of boiler blow -
down and storm water. Without the addition of H2SO4, the
pH of the discharge is approximately 10-11 s.u. which
is in excess of customary effluent limitations for such
discharges. However, considering that there is considerable
dilution in the receiving waters, it is unlikely that this
discharge would contravene any water quality standards.
It is recommended that Technical Services evaluate the
probable impact and if they concur that a water quality
violation is not likely to occur, the renewed Permit
should delete the pH limitations for this discharge.
pH monitoring requirements should be maintained.
Note No. 5 - A review of the applicant's effluent monitoring data
for outlet 009 (Page II-7 of application) indicates
there are significant concentrations of Fluoride and
Cyanide which are well above water quality standards.
It is recommended that Technical Services evaluate these
parameters and ascertain if the reported concentrations
warrant the inclusion of effluent limitations for these
parameters. In discussions with the Company, they have
indicated that the source of these constituents has not
been pinpointed. If it is determined that effluent
limitations are necessary the Mooresville Regional Office
will inform the Company that the source must be located
and eliminated or adequate treatment facilities will
need to be installed.
Note No. 6 - Outlets 006 and 007 are actually located just inside
the Montgomery County line.
