I'll have a few of these changes forthcoming for NCG59 were flow is below threshold (.05) so certain parameters are not
required.
For the subject permit, fluoride and Zn should be "optional" because the discharge is below threshold (footnotes #10
and #11). Please let me know if you concur. I have about 2-3 more of these forthcoming.
