I did want to let you know that we recently realized there was an error with the effective date on your issued CoC. As the general permit requires slightly different effluent monitoring compared to your previous individual permit, we wanted to allow time for your facility to be prepared for the changes. We are now proposing an effective date of July 1, 2020 for your COC. I am just waiting for the final signature from my supervisor and then the corrected pages will be sent to you electronically. Before I proceed with your certificate of coverage, I wanted to bring the Whole Effluent Toxicity (WET) testing to your attention and make sure that you feel comfortable with the requirements. Currently, under your individual permit, you're required to perform a quarterly acute pass/fail WET test at 90% effluent concentration. This is due to your discharge frequency. However, the WET testing required under the general permit for your facility will be an annual chronic pass/fail WET test at 1.90% effluent concentration. Are you okay with this change in testing? Due to lower raw water temperatures filter run times are shortened to stay under the .10 turb. limit set to meet A.W.O.P standards. Also our lagoon management program has been more frequent (daily discharges) due to capacity issues. We now currently have max run times on our filters due to warmer raw water temps. so wash water to lagoons will be cut in half. The 3-4 discharge days per month maybe should be 7-8 days per month. Larry did submit this renewal in June 2019 when the information was correct. There has been no change in plant operation only lagoon management has changed.
