Dear Mr. Blackburn:
The Division of Water Quality (DWQ) did not receive the requested information from the letter dated
September 10, 2008 in sufficient time. Therefore, the project application is considered incomplete and
inadequate for review by the Division of Water Quality (DWQ).
Please note the attached Water Quality Certification #3689. If your project is for streambank stabilization of
500 feet or less written approval for work is not required. As I mentioned to you on the phone streambank
stabilization does not entail instream structures and the work cannot violate water quality standards. You
mentioned it is unknown if the work will take place due the death of the adjacent landowner. If in the future
you plan to pursue the project further, a new Pre-Construction Notification and applicable fee may be required
if the project is greater than 500 feet in length.
