(Part of this problem was solved.with Section A). ¦ Farm machinery using the roadway increase accident potential and delays vehicular traffic. t ¦ Along with R-? and R-2201, will provide a continuous network of multilane roads between I-40 and Kinston. Recommendation (from FONSI): ¦ B3, and C2 ¦ Typical Section - four-lane divided with 46-foot median. Reasons for Recommendation: ¦ B3 chosen over B2 - in order to avoid the power substation. ¦ C2 chosen over C1 or C3 -to avoid the impacts to downtown Pink Hill but keep the bypass as close as possible. The petition is signed by Northern Duplin citizens who believe the N.C. 241 route to be a much better choice. We believe that in the interest of the county, the state, and the nation, N.C. 241 from Pink Hill to Beulaville is the best choice. Kenneth Maxwell, ?, cc: David Timpy Ir PETITION We the undersigned oppose the proposal to four-lane N.C. Highway (11 from Pink Hill to Kenansville. We believe that the best four-lane route to connect with Interstate 40 is N.C. Highway 241 from Pink Hill to Beulaville. There it would connect with N.C. Highway 24 from Beulaville to Kenansville, which already has four-lanes. We petition the State of North Carolina and its subsidiary and related agencies, to change the proposed route from Highway 11 to Highway 241 /Highway 24. The Highway 241 route is preferred because: 1. There is less environmental impact. Highway 11 goes thfough a major wetlands area (Goshen Swamp). 2. It is safer. Highway 241 is a perfectly straight route with no turns and only minor variations in elevation. 3. It is more economical. Highway 241 would require only 9 miles of construction versus 17 miles on Highway 11. 4. There is less impact on farmlands, farmsteads and forestry. Less of these critical lands would be affected on the shorter Highway 241 route. 5. It is less susceptible to flooding.
