Existing land use in the vicinity Kimley»>Horn Page 2 of the project includes multi -family residential apartments, asphalt access roads, parking areas, and maintained areas. Currently, the stream channel has become incised and the banks have become unstable from active erosion caused by increased stormwater runoff from the surrounding upslope impervious areas. Overtime, the downcutting of the channel and erosion of the stream banks has exposed an existing fl- inch Vitrified Clay Pipe (VCP), compromising the stability of the pipe. The urbanized stream channel lacks bedform diversity in the form of riffles and pools, as a majority of the reach has become one long run. Little to no aquatic habitat was observed throughout the reach. Approach A segmented channel rehabilitation approach will be used to create hydraulic and geomorphic functional uplift of the project area and help the stream establish a more stable form. The rehabilitation approach will include restoring the channel profile by raising the stream bed using a combination of alternating rock cross -vane structures and riffles (see attached Plan). By raising the stream bed, the channel will have access to a bankfull bench on the left side, reducing the entrenchment and bank height ratio. The modified stream profile will create more local slope variability (i.e., steeper riffles and flatter pools) and protect the compromised sanitary sewer pipe by burying it and stabilizing the stream bed. Rehabilitation efforts will also include adjusting the cross - sectional dimension of the stream channel. The channel will be narrowed to an appropriate base and bankfull width when the profile is raised. Eroded stream banks located near the current utility crossing will also be restored and bank protection will be added to avoid future erosion. The exposed VCP paralleling the stream will be replaced with 8-inch Ductile Iron Pipe (DIP) and protection will be added to avoid future pipe exposure. The project will result in 260 linear feet of permanent impacts to potential non -wetland waters of the US for restoration activities and 10 linear feet of temporary impacts to construct the stream restoration. Overall, the design seeks to improve aquatic resource functions and services and protect sanitary sewer infrastructure by elevating the channel bed, placement of in -stream habitat structures, and stabilization of the banks through grading and planting of native vegetation. Avoidance and Minimization Impacts have been avoided and minimized to the extent practicable and have been limited to what is necessary to facilitate stream restoration. To prevent sedimentation of downstream portions of the affected streams, construction will be conducted in the dry through the use of a pumped diversion. Temporary erosion and sediment control measures placed in waters will be removed and the original grade restored upon completion of the project. Banks temporarily affected by maintenance work will be matted, re -seeded, and restored to stable bank conditions.
