WLI Investments, LLC needs to obtain necessary regulatory permitting for minor jurisdictional impacts within Phase 2. In order to record the Phase 2 plat that would allow the sale of those lots, the developer must obtain bonding which requires that all permitting be in place. LMG understands that we will be applying for a modification of the Corps GP 291 to authorize the Phase 2 work. Moving forward with the permitting process is necessary since the developer reports that 175 couples are scheduled to visit the site on April 281h for lot sale reservations . Recently, you relayed some concerns about possible turbidity noted downstream of the on- going development and sedimentation issues. On 3/19/20, LMG staff visited the site and examined conditions throughout the development and downstream. We have attached photos taken during that visit and location information. We examined the Grovediere Lane stream crossing and noted elevated turbidity on the downstream (east) side while the stream water on the upstream (west) side was notably clear indicating possible erosion or undermining of the culvert pipe itself or some other source of turbidity to the downstream side. Along Factory Road we noted sediment accumulation from the eroding swale along the north side of the road moving into the downstream flow. This is a result of recent powerline work disturbance (not the Salters Haven development), which has yet to stabilize. We then examined the sediment and erosion control measures taken within the development and found effective disturbed area containment and remedial actions taken after substantial rainfall events. We did note some minor maintenance items that we have discussed with the developer and those items are being addressed. LMG would like to move forward with the Corps permitting for Phase 2 of the development. We would like to make our submittal so that the review can proceed in a timely manner.
