Subject: Review of the 2019 Annual Report
Wayne Farms, LLC — Residuals Land Application Program

Dear Mr. Early:
Division of Water Resources (Division) staff person Caitlin Caudle has completed a review of the
2019 Annual Report for the subject permit. The report reflects compliance with the subject permit.
The following items of concern were noted:
According to Permit Condition IV.5. standard soil fertility analysis shall be conducted on
each site where land application occurs within the respective calendar year. The soil
samples collected for one of the fields utilized in 2019 was collected in 2020. Please ensure
that soil fertility analysis is completed in the calendar year of the annual report, and
all parameter listed in Permit Condition IV.5 are reported.
2. One of the soil sample results provided in the 2019 report did not include three of the
required parameters (i.e. Base Saturation, Percent Humic Matter and Exchangeable
Sodium Percentage) listed in the table within Permit Condition IV.5. Please ensure that
future soil sampling includes all the required parameters as listed in the permit.
3. Some of the Plant Available Nitrogen (PAN) rates listed in the Land Application Summary
forms do not match the rates listed online. Please ensure that PAN rates listed on forms
are up to date in accordance with Permit Condition II.10.
4. Field 22-02 was reported to have zinc levels in the soils greater than 4000, and Field 13-
13 reported zinc levels greater than 2000. Please ensure that standard soil fertility
samples are collected correctly and monitor the zinc levels in these fields as elevated
metals concentrations can impact plant growth.

Inspection Summary:
On 06/01/2020 a review of the 2019 annual report was completed. The annual report reflects compliance with the subject
permit. No site visit was included in this inspection. The following items of concern were noted:
1. According to Permit Condition IV.5 standard soil fertility analysis shall be conducted on each site where land application
occurs within the respective calendar year. Please ensure that soil fertility analysis is completed in the calendar year of the
annual report, and all parameter listed in Permit Condition IV.5 are reported.
