The new facility would connect Charles Craft Lane with the existing SR 1505 (Trooper Lane), both of which currently end at US 74 Bypass. Charles Craft Lane is a two-lane, 24-foot wide roadway with soil shoulders and is classified as a minor collector. The current schedule calls for right-of-way acquisition to begin in February 2009; the project has a post-year let date. i PURPOSE AND NEED According to the May, 2004 Purpose and Need Statement, the purpose of the • Create a continuous east/west travel route through the industrial corridor, linking two major travel routes; • Ease traffic flow between the airport and industrial park; • Provide a much needed link on the existing roadway network that will reduce travel time and distance to this location from surrounding areas; and • Help to reduce potential accidents in the vicinity of the airport and industrial park by separating vehicle and truck traffic at the Airport Road (SR 1436)/ US 74 Bypass interchange. Darius Sturdivant noted that traffic is especially congested at times when there are shift changes at the nearby manufacturing plants. Construction of the project would provide another connection between the airport and the industrial park, portions of which are south of US 74. The City of Laurinburg is working to attract new industry to the area, and the Lauri nburg-Maxton Airport Commission is planning future improvements to increase airport activity. Despite these plans, the conversion of US 74 into the future I-74 is the only other transportation improvement scheduled in the immediate vicinity. It was asked whether any improvements should be made to the nearby Airport Road (SR 1436)/ Old Lumberton Road (SR 1369) intersection as a result of this project; John Olinger replied that improvements probably aren't necessary at this time, as R-3334 would remove traffic from the Airport Road intersection. DESIGN ISSUES The current bridge design includes two 12-foot wide travel lanes with 6-foot wide shoulders. The plan assumes a 60-mph design speed with a 17-foot vertical clearance over US 74. It was suggested that the Trooper Lane/ Old Lumberton Road intersection should be included within the project study area, as the current configuration of the intersection would be deficient in handling traffic reintroduced to the road. Improvements to the intersection are needed in order for truck traffic to be able to safely turn onto Old Lumberton Road. Both Roadway Design and the Division agreed that some sort of intersection reconfiguration should be included in the scope of the project. Following the meeting, Program Development was notified of the change to the project study area and will determine what changes, if any, should be made in the next T.I.P. R-3334 Scoping Meeting Minutes December 6, 2004 Impacts to property owners in the project vicinity are expected to be very limited. The major property concern is in regards to Charles Craft Inc., which has a driveway and loading area adjacent to Charles Craft Lane. This driveway will likely need to be relocated, as the amount of fill required to meet the bridge grade will cut access to this driveway. Charles Craft, Inc. will be contacted to discuss any concerns with this project. There are multiple utilities within the project vicinity, including gas, water, and sanitary sewer mains along Charles Craft Lane and Trooper Lane. There is also a telephone substation immediately east of the Trooper Lane/ Old Lumberton Road intersection. Abandoned railroad tracks are also located along both Charles Craft Lane and Airport Road. ENVIRONMENTAL DOCUMENTATION The project is currently scheduled for an Environmental Assessment/ Finding of No Significant Impact. However, in conversations with FHWA following the Scoping meeting, it was decided that this project could be processed as a Categorical Exclusion. A final determination of the document type will be made after all environmental data has been collected. RESOURCE AGENCY COMMENTS A start-of-study letter requesting input on this project was mailed to resource agencies in May 2004. Most of the agencies that provided input did not have any substantial comments. The only environmental concern mentioned was the location of Shoe Heel Creek immediately west of the project area. A copy of any of the written comments can be provided upon request. The Division of Water Quality offers these comments: The information provided to NCDWQ at this time does not indicate any wetland or stream impacts. Should this project change to impact wetlands or streams, any environmental documents pertaining to this project should provide a detailed and itemized presentation of the proposed impacts to wetlands and streams with corresponding mapping. There should be a discussion on mitigation plans for unavoidable impacts. If mitigation is required, it is preferable to present a conceptual (if not finalized) mitigation plan with the environmental documentation. For projects requiring mitigation, appropriate mitigation plans will be required prior to issuance of a 401 Water Quality Certification. Thank you for requesting our input at this time. The DOT is reminded that issuance of a 401 Water Quality Certification requires that appropriate measures be instituted to ensure that water quality standards are met and designated uses are not degraded or lost. Thorpe, Ph.D., Director " Project Development and Environmental SUBJ ECT: Scotland County, Intersection of US 74 Bypass and Proposed Grade Separation, Federal Aid Project No. NHF-74(41), State Project No. 8.1590301, WBS No. 34535.1.1, R-3334 The Project Development and Environmental Analysis Branch has begun studying the proposed intersection of U 74 Bypass and SR 1435 in Scotland County. The project is included in the 2004-2010 North Carolina Transportation Improvement Program and is scheduled for right of way in fiscal year 2009 and construction in post year. This project consists of converting the intersection of US 74 Bypass and SR 1435 into a grade separation. The project will increase mobility between the Lauri nburg-M axton Airport and industrial areas south of the US 74 Bypass. We would appreciate any information you might have that would be helpful in evaluating potential environmental impacts of the project. If applicable, please identify any permits or approvals which may be required by your agency. Your comments will be used in the preparation of a federally funded Environmental Assessment. This document will be prepared in accordance with the National Environmental Policy Act. It is desirable that your agency respond by July 15, 2004 so that your comments can be used in the preparation of this document.
