Dear Messrs. Smith and Sledge:
On behalf of Duke Energy Carolinas, LLC (DEC), I am submitting to you the Rogers Energy
Complex Final Seep Report summarizing the findings of the comprehensive survey completed
following completion of decanting as required by the Rogers Energy Complex NPDES Permit
NC0005088 Special Order by Consent (SOC), SOC No. S 17-009 Section 2.c.4). Completion of
decanting occurred at Rogers on March 3, 2020.
As required by the SOC,I certify under penalty of law that this document and all attachments were
prepared under my direction or supervision in accordance with a system designed to assure that
qualified personnel properly gather and evaluate the information submitted. Based on my inquiry
of the person or persons who manage the system, or those persons directly responsible for
gathering the information, the information submitted is, to the best of my knowledge and belief,
true, accurate, and complete. I am aware that there are significant penalties for submitting false

1.0 INTRODUCTION
On March 30, 2020, Scott Spinner (NC L.G. #2243) of SynTerra inspected the Cliffside
Steam Station (Cliffside or Site) property for existing and potential new seeps.
Inspection activities were performed in accordance with North Carolina Environmental
Management Commission(EMC) Special Order by Consent(SOC) EMC WQ #S17-009.
The SOC describes inspection requirements as follows:
No later than 90 days following the completion of decanting at each Facility, and
in the same manner as in the annual surveys, Duke Energy shall conduct a
comprehensive survey of areas down gradient of ash basins identifying new seeps,
and documenting the physical characteristics of previously documented seeps. All
examinations of seeps must include identification of seeps by approximate latitude
and longitude and date-stamped digital photographs of their appearance. A report
summarizing the findings of this survey, including a section analyzing the effect
decanting of the basins(s) has had on seep flows, accompanied by copies of the
photographs noted above, shall be submitted to the Director of DWR ("Final Seep
Report"). This Final Seep Report must list any seep that has been dispositioned
(as described in subparagraph (3) above) during decanting process, including an
analysis of the manner of disposition. The determination of whether a seep is
dispositioned rests with the Director of DWR. At, or at any time prior to,
submission of the Final Seep Report, Duke Energy shall seek formal certification
from the Director of DWR, certifying the disposition of any seep that Duke
Energy has characterized as dispositioned. Any seeps not certified as
dispositioned by the Director of DWR shall not be deemed as dispositioned.
All locations listed in Table 1 of the SOC were observed and documented with
photographs during the inspection.
General inspection observations include:
• Several seeps located southwest, west, and north of the active ash basin are dry
or exhibit significantly reduced flow as a result of decanting.
• Seeps unaffected by decanting of the active ash basin were found to be generally
similar to observed conditions in previous inspections.
• A new seep, S-39, was identified west of the Unit 5 inactive ash basin with flow
that reaches an unnamed tributary to the Broad River.

1.1 Inspection Details
During the inspection, the weather was clear and no precipitation occurred. The most
recent rain event was 1.8 inches on March 24, 2020, according to the on-Site rain gage.
Temperatures ranged from approximately 60 to 75 degrees Fahrenheit(F).
The inspector reviewed previous seep inspection reports and the weekly dam safety
inspection reports pertaining to each ash basin. Patrick Dunn (Duke Energy System
Owner) conducted the ash basin dam safety inspections and prepared the reports.
Mr. Steve Hodges (Environmental Coordinator) was interviewed about recent rainfall,
recent construction/stabilization projects associated with the ash basins, and general Site
conditions in and surrounding the ash basins. Observations from the dam safety
inspection reports were consistent with observations made during the seep inspection.
The inspection included observations in the following areas (Figure 1):
• Along the Broad River, north of the Unit 5 inactive ash basin
• Between Unit 5 inactive ash basin and Unit 5 power plant
• Along the Broad River, northeast of the former Units 1-4 ash basin
• Along the Broad River, north of the ash storage area
• Along the Broad River, north of the active ash basin
• Along the eastern bank of Suck Creek, adjacent to the active ash basin
• Areas along and downgradient of the ash basins
Seep locations and inspection areas are shown on Figure 1. Observations noted during
the inspection are summarized on Table 1. Photographs taken of each seep location
during the inspection are included in Appendix A.

2.1 General Observations
Inspection observations of each seep are described in Table 1. Details include:
• Several seeps located southwest, west, and north of the active ash basin are dry
or exhibit significantly reduced flow as a result of decanting.
• Seeps unaffected by decanting of the active ash basin were found to be generally
similar to observed conditions in previous inspections.
• A new seep, S-39, was identified west of the Unit 5 inactive ash basin with flow
that reaches the unnamed tributary to the Broad River.
• No previously unidentified or unreported pipes were observed during
inspection.
2.2 Effects of Decanting
Decanting of free water from the active ash basin began and wastewater inflows to the
active ash basin ceased on March 31, 2019.
Duke Energy provided a Notification for Completion of Decanting letter to the North
Carolina Department of Environmental Quality (NCDEQ) Division of Water
Resources (DWR) on April 2, 2020. The notification indicated that decanting of the
active ash basin was completed on March 3, 2020.
The annual seep inspection occurred 27 days after the completion of decanting,
approximately one year after wastewater inflows to the active ash basin ceased and
decanting began.
Decanting of the active ash basin has reduced seep flow in areas southwest, west, and
north of the active ash basin. Southwest of the active ash basin, no flow was observed at
seeps S-28, S-31, S-32, and S-37. Seeps S-29 and S-30 exhibited reduced flow compared
to previous observations. West of the active ash basin, near the toe of the upstream
dam, no flow was observed at seeps S-14, S-15, S-16, S-21, and S-27. North of the active
ash basin, seeps S-24 and S-25 exhibited reduced flow compared to previous
observations.

2.3 Changes to Seep Status
Mr. Spinner inspected each seep to evaluate whether it met requirements to be
dispositioned in accordance with the SOC. The requirements for dispositioning a seep
are as follows:
For purposes of this Special Order, "dispositioned"includes the following: (1) the
seep is dry for at least three consecutive quarters; (2) the seep does not constitute,
and does not flow to, waters of the State or Waters of the United States for three
consecutive quarters; (3) the seep is no longer impacted by flow from any coal ash
basin such that concentrations of all pollutants listed in Attachment B meet State
criteria for four consecutive sampling events with at least seven days separating
each event; or(4) the seep has been otherwise eliminated (e.g., through an
engineering solution). If a seep that has been dispositioned through drying up
reappears in any subsequent survey, such a seep will no longer be deemed
dispositioned and can be subsequently re-dispositioned as specified above.
If similar or drier seep conditions persist around the active ash basin, seeps S-14, S-15,
S-16, S-21, S-27, S-28, S-31, and S-37 will likely be candidates to be dispositioned after
observation in the second quarter of 2020.
Seeps S-10 and S-11, which had previously been dispositioned, were observed to be
flowing and reaching the Broad River. Those seeps will no longer be deemed
dispositioned per the SOC.
Seep S-39 was identified during the annual inspection and is located west of the Unit 5
inactive ash basin. The seep did not exhibit sufficient flow to be sampled during the
annual inspection but will be continue to be monitored.
