SUBJECT: Realignment of SR 3014 (Carpenter-Morrisville Road)
with SR 1002 (Aviation Parkway) and NC 54 in
Morrisville, Wake County, Federal Aid Project No.
HSR-3014(1), State Project No. 8.2404201,
TIP No. P-3305.
A scoping meeting was held on March 10, 1995 at 10:00 a.m. in Room
470.of the Transportation Building.
TIP Project P-3305 proposes to realign SR 3014 (Carpenter-
Morrisville Road) and SR 1002 (Aviation Parkway) at their intersection
with NC 54 in Morrisville. The project includes closing two dangerous
highway railroad intersections and constructing a new at-grade
intersection with four quadrant gates.,, The project will improve safety
and increase the capacity of the road by eliminating a "dog-leg"
condition and providing a safe, four legged intersection.
The project proposes relocating and reconstructing the roadway to
consist of two 11' lanes with a curb and gutter along Oak Street, which
has been previously abandoned and removed. East of NC 54, two 12'
lanes with 6' graded shoulders will be constructed on SR 1002 (Aviation
Parkway). Grade changes to NC 54 will be necessary 400' north and
south of the intersection. The new intersection of SR 3014 (Carpenter-
Morrisville Road) and SR 1002 (Aviation Parkway) at NC 54 will be
signalized.
The majority of this project occurs within the boundaries of the
Morrisville Historic District. This district is eligible for inclusion
in the National Register of Historic Places. The boundaries of the
historic district were determined by Ruth Little when she surveyed the
area and prepared the National Register nomination. This nomination
was approved by the state review board, but registration was opposed by
a majority of the property owners, and therefore, the district was
never actually registered. The contributing houses within the district
were documented in the nomination.
Since the project utilizes federal funding, the historic district
is afforded the same protection as properties which are listed on the
National Register. Consequently, if federal funds are used for the
project, NCDOT must comply with Section 4(f) of the Department of
Transportation Act of 1966 and section 106 of the National Historic
Preservation Act of 1966.
The State Historic Preservation Office (SHPO) was concerned about
the project's effect on the district. SHPO wants to know what the
project will look like after completion. This includes: extent of cuts
and fills, landscaping plans, and location and appearance of barricades
and railroad gates.
This office will send a letter to SHPO summarizing all the
documentation on the district and request a meeting with SHPO, Division
5, and FHWA to discuss the effect on the district and to draft a
Memorandum of Agreement.
The capacity of the proposed realigned intersection was discussed.
There were concerns that the intersection would operate at a low level
of service. In the TIP, Project Number U-3343 is studying the widening
of SR 1002 (Aviation Parkway) to five lanes from the I-40 interchange
to west of NC 54. The concern was that in the future there would be a
need to widen the proposed two lanes to five lanes. It was determined
that the purpose and need of this project was strictly to eliminate two
dangerous rail crossings and replace them with one safe crossing.
Improving the capacity of the intersection would be beyond the scope of
this project. Paul Worley, Rail Division, commented that there could
not be a five lane, at-grade crossing of the high speed rail corridor
due to NCDOT's rail policy.
David Allsbrook, Division Five Engineer, was concerned about the
time schedule to complete the project., It was suggested that if the
project could be switched from federally funded to state funded, NCDOT
would not have to comply with the lengthy federal regulations. David
Allsbrook and Frank Vick indicated they would explore the possibility
of utilizing state funds.
Steve Burris, Geotechnical Unit, reported that there are
Underground Storage Tanks (USTs) on the northeast corner of the
intersection of NC 54 and Aviation Parkway. The owner of the USTs is
in the process of having the tanks removed. The USTs are outside of
the right of way and will not be impacted by this project.
Aviation Parkway and Carpenter-Morrisville Road are designated
state bike routes. -NCDOT's Bicycle Unit intends to re-route the bike
route thru this area. The bike route will have to be relocated on
other roads due to the proposed realignments failure to meet AASHTO
bike route standards.
Eric Galamb, DEM-DEHNR, called with his comments prior to the
meeting. The project is near an unnamed tributary, known as Crabtree
Creek. The stream classification is C, Nutrient Sensitive. If
construction goes near the tributary, he requests that NCDOT use their
normal soil and erosion control measures.
David Foster, DEHNR, called prior to the scoping meeting and
stated that he perceived no natural resource problems with the proposed
project.

Attached for your review and comments are the scoping sheets for the
subject project (See attached map for project location). The purpose of
these sheets and the related review procedure is to have an early "meeting
of the minds" as to the scope of work that should be performed and thereby
enable us to better implement the project. A scoping meeting for this
project is scheduled for Friday, March 10, 1995 at 10:00 A. M. in the
Planning and Environmental Branch Conference Room (Room 470). You may
provide us with your comments at the meeting or mail them to us prior to
that date.

one on SR 3014 (734753J) and one on Ashe Street (734752J). The
realigned intersection will have four-quadrant gates to protect
traffic from the railroad. The project is in a high speed rail
corridor.
(2) SR 3014, SR 1002 and the section of NC 54 in between are
designated as a bike route.
(3) The entire project is located within the Morrisville Historic
District.
(4) There are underground storage tanks on the northeast corner of the
