RE: Harrell Wetland Restoration Site, Edgecombe County, NC (DWQ #20061334)
I have reviewed the PCN application for the Harrell Wetland Restoration Site, Edgecombe County, NC
(DWQ # 20061334). Upon review of the application, several comments or concerns arose.
1. Based on the Edgecombe County Soil Survey and the aerial photograph this site appears to be a
positive candidate for wetland restoration. However...
2. There is no mitigation or monitoring plan associated with this application. A lot of necessary
information is missing from this application, including:
a. A description of the ditches present on site (i.e. length, width, and depth)
b. Methods that will be used to fill the ditches (e.g. ditch plugs, complete filling, etc)
c. General site information (e.g. watershed size, etc).
d. Any grading that will take place on the site and final site elevations.
e. Current depth of the ground water across the site.
f. Water budget information for the site.
g. A vegetation planting list for the site.
h. Monitoring plans which should include vegetation and hydrology monitoring plans and
success criteria.
I hope this information will help acquire a more thorough application for a successful mitigation project.
