Dear Mr. Lockamy:
A review of the plans and specifications in support of the permit application package has
been completed by the Construction Grants and Loans Section (CG&L). The comments
resulting from this review are being transmitted directly to your engineer for clarification and
resolution; a copy is attached for your reference. Our goal is to issue the Wastewater Collection
Permit as soon as possible. If a complete response is not received within 30 days, the application
and supporting information will be returned.
Upon receipt of satisfactory responses from your engineer to our comments, the review of
the plan documents will be completed. If you have any questions concerning this matter, please

Request for Additional Information
General:
1. All lot sewer laterals crossing a water main in the right-of-way must be installed in
accordance with 15A NCAC 02T .0305 (f). Provide a detail on the plan sheets.
2. Confirm that the entire project is located outside the 100-year flood elevation.
3. Confirm that the project has a minimum separation of 50-foot from any WS-IV classified
waters.
4. Provide a letter from Town of Southern Pines accepting and verifying that the existing
sewer collection system has the capacity to accept the project sewer flow of 30,960 GPD.
(Note: Reference submitted letter from Moore County Public Utilities dated May 21,
2009).
5. Provide the pump curve along with the system curves, and call out the operating points.
6. Provide the backup generator specifications.
7. Provide a pump station site plan to include the pump station (PS), valve box, fencing,
road access, telemetry, emergency generator/pad, control box, electrical MMC panel.
8. Provide an electrical schematic for PS (include emergency backup, pump controls, pump
alarms, etc...).
9. Provide confirmation that each of the 86 townhomes has a separate proposed lateral that
ties into the proposed common 8-inch gravity.
Calculations:
1. Provide the engineering calculations verifying that the downstream receiving existing fl-
inch gravity sewer has the capacity to handle the projects flow.
2. Where does the existing receiving 8-inch gravity sewer outfall7 Does this sewer have
capacity to handle the project flow? Continue the downstream analysis to the headworks
of the receiving W WTF.
3. Provide the engineering calculations for the proposed 8-inch gravity sewer.
4. Provide the high velocity protection methods to be used. Refer to the MDC for
Permitting Gravity Sewers, Part III (D) (5) document located on the CG & L website.

5. Provide the steep slope protection methods to be used. Refer to the MDC for Permitting
Gravity Sewers, Part III (D) (6) document located on the CG & L website.

Plans:
1. Plan sheet C2:
a. Confirm that the proposed gravity laterals meet 15A NCAC 02T .0305 when
crossing water main.
b. Provide the plan and profile view for the proposed 4-inch force main.
c. Provide the proposed slope ft/ft on the sanitary sewer manhole chart.
d. Provide an additional column to the sewer manhole chart showing velocities at
the proposed slopes.
2. On all plan sheets, call out the type of manholes being proposed. Refer to the MDC for
Permitting Gravity Sewers, Part IV (B) document located on the CG & L website.

3. Plan sheet C3: Provide a profile and plan view for the proposed gravity out of MH #5 to
invert in at the proposed PS (wet well).
Specifications:
1. Page 12 (section 07): the minimum separation for sewer crossing storm is shown as 12-
inches. Provide clarification.
2. Provide the deflection test methods to be used. Refer to the MDC for Permitting Gravity

3. Provide the hydrostatic and air testing methods to be used. Refer to the MDC for
Permitting Gravity Sewers, Part III (I) (3) / (4) document located on the CG & L website.
