FACILITY OVERVIEW:
This facility is 100% domestic waste. The design capacity of the treatment system is 0.015 MGD and consists of
the following wastewater treatment components:
• 15,000 gallon septic tank with dual dosing
• Subsurface sand filters
• Wet well with dual alternating effluent pumps
• Dual UV disinfection systems
• Subsurface discharge pipe with an energy dissipater housed in a protective structure
No modifications were noted or proposed in the current application.
Most recent inspection (02/26/2019) found no significant issues and that the facility was well maintained and
operated.
COMPLIANCE:
There were no compliance actions during the permit cycle and there have been no enforcement actions since
2011 for this facility.

The data reviewed for the renewal is from April 2015 through December 2019.
WET MONITORING:
Not required in the permit, permittee accepted NH3-N limit instead (see 1991 waste load allocation).
NH3-N MONITORING:
Current Requirement: 2/Month monitoring in Current Permit. Permit has summer limits
of 3 and 15mg/L (monthly average and daily max) and winter
limits of 11 and 35mg/L.
The NH3-N limit was set in 1991 to address potential toxicity issues rather than require WET
monitoring. The summer and winter limits were set based on the mass balance waste load allocation.
Recent review by Division staff has noted that 15A NCAC 2B .0404(c) requires that winter waste load
allocations for oxygen consuming waste be no less stringent than 2 times the summer waste load limit.
To meet this rule requirement winter limits for NH3-N are being adjusted in the permit.
The draft permit includes proposed changes to the winter limits. These changes will reduce the
monthly average limit to 6 mg/L and the daily max to 30 mg/L. A review of the monitoring data over
the permit cycle indicates that no winter NH3-N value has exceeded 6.5 mg/L, so the individual values
are well below the proposed daily max. In addition, no monthly values were above the proposed limit.
For all values reported during the winter period half of the values were actually below the 0.2
detection limit. Based on the data reviewed from the previous permit cycle it appears that the
proposed change in the winter limits will be well within the values that this treatment system
routinely attains.

number every time and don't do calculation based on well records or a bucket and stop watch.

I believe you are correct about the rounding, their flow meters probably do not go low enough to achieve precision
below that. We could discuss having them change meters, but I don't know if there would be a lot of value in that since
they are staying well below permit limits.

I have attached three draft permit renewals that will be going to notice later this week. For each I have
included the draft permit and cover letter (in one file) and the Fact Sheet in a separate file. I have copied Linda
also since I think you may have mentioned getting her comments on these at some point earlier. If they need
to go to someone else then please forward on or let me know who to get them to.
• NCO030783 - Baton Elementary - NH3-N Monitoring - See the write up in the fact sheet and cover letter
- the monitoring has changed to be consistent with Rule 2 .0404(c) requiring winter limits to be no less
stringent than 2x summer limits. This one is to WS waters so I will also email to PWS for their
comment.
• NCO041220 - Oak Hill Elementary - Corrected map from previous version; added TRC language in
effluent footnote to be consistent with current language.
• NCO050075 - Collettsville Elementary - No major changes.
One question Tim. In all of these permits the DMR data showed that for flow there were only a very few
distinct values that were reported. Most likely this is due to the small nature of the reported values as
MGD. It just seems a little odd for example that for Colletsville there are 248 flow values reported but they
are all either .001 or .002? Maybe there is really no issue with this? Looks like they are just maybe rounding
everything off.

Tim Heim of the Asheville Regional Office performed a Compliance Evaluation Inspection of the facility,
on February 26, 2019. Jerry Younce (ORC), and Steve Soots (Caldwell County Schools) were also
present.
The system appeared well maintained and operated at the time of the inspection.

• No comments or requested changes in the renewal application.
• Facility has eDMR contacts with ESA.
Review of Monitoring Data:
Data values are a little spotty due to the variability in the treatment plant. Since the facility serves a
school there are times during the year when use of the system is much different than at others times
and there may be no flow reported. This leads to some gaps in the data when the facility is closed, and
monitoring is waived.
• BOD — Values averaged 1.87 mg/L with no noted exceedances.
• TSS —Values averaged 6.64 mg/L with no noted exceedances.
• Flow average for permit term — 0.0039 MGD. No values exceeded the 0.015 MGD permit design
flow rate. Average flow is only at 26% of permitted flow. Only five separate values reported in
the 192 total values (0.001, 0.003, 0.004, 0.005, 0.006). May be due to small nature of the
values and eDMR significant digits?
• Temperature — only monitor at the effluent. Values seem in line with seasonal variation.
• Fecal Values — highest reported value was 34.
• pH — no issue from data (6.1 to 8.9).
• NH3-N — average of 1.06 mg/L overall. Summer average of 0.85 with no value higher than 4.85.
Almost all monthly averages below limit and no daily values close to 15 max. Winter average of
1.29 no value higher than 6.5 so monthly limit of 11 and daily max of 35 never an issue. With
rule 2b .0400 the winter limits will have to be reduced to 6 and 30. Based on past data these
numbers do not appear to be a problem. Non -municipal so daily max rather than weekly
average limit.
• No WET requirement — permittee accepted NH3-N limits instead (1991 WLA).
Compliance / Enforcement:
• No NOV's or NOD's
