PROJECT SUMMARY: The applicant proposes to dredge a man-made canal, construct a new bulkhead, and install a new L shape pier and platform with 2 designated wet slip areas attached. John & Hannah Michals Field Investigation Report Page 2 Project Setting The site of the proposed development is located at 2147 Drake Road, within the Carova Beach s/d of Corolla, Currituck County, adjacent to a man-made canal leading to Knotts Island Bay which connects to the Currituck Sound. The project location is a vacant lot, 14,374 sf in size, and has approximately 180' of unhardened shoreline. The elevation of the property is approximately +3 feet above NWL. According to the USDA's Natural Resources Conservation Services' Web Soil Survey, the soil on the property is made up of Newhan fine sand. A fringe coastal wetland consisting of Bulrush (Scirpus spp.) was observed growing along the entire shoreline. Other vegetation on the property consisted of trees and grasses that are mowed periodically. The adjacent riparian property to the northwest is a similarly vegetated vacant lot with a bulkheaded shoreline. The bulkhead on this property continues 12' onto the applicant's property before turning 900 to the south for approximately 20' then 450 to the west for approximately 15' completing the return wall. This bulkhead return wall has severely eroded the applicant's shoreline. The adjacent riparian property to the south is another similar vegetated lot with a bulkheaded shoreline, a pier, and platform. The man-made canal, which connects to Knotts Island Bay, is classified as Joint waters by the agreement with the Marine Fisheries Commission and Wildlife Resources Commission. The Division of Environmental Management's water quality classification for this waterbody is SC and it is closed to shellfish taking. Water depths within the project site range from 0.5' to 4.5' below normal water level (NWL) and average -2.6'. The bottom substrate within the project area is made up of muddy sand. Submerged aquatic vegetation, as defined by the Division of Marine Fisheries, was not observed growing within the project area. Development Proposal The applicant proposes to mechanically dredge a 180' x 35' section of a man-made canal to a connecting depth of -4.5'. All of the spoils will be kept on the project site and will be located 30' from NWL. Once the dredging is complete the applicant proposes to construct 180' of wooden bulkhead. In order to connect to the bulkhead located on the adjacent property to the north, the proposed bulkhead must extend a maximum distance of 25' waterward of NWL. The proposed bulkhead will continue in a straight alignment connecting to the bulkhead on the adjacent property to the south over a distance of 180' averaging 6.5' waterward measured from normal water level. The bulkhead will be backfilled using the spoils from the dredging once it has dried. Lastly, centered on the lot, the applicant proposes to construct an L shaped 4' x 12' pier with a 4' x 24' platform extending to the south. On the west side of the platform, between the platform and the bulkhead, the applicant proposes 2 designated wet slips. The wet slips will be designated by placing 2 tie piles in this area. The docking facilities location will not encroach within the 15' setback area and will not violate the % waterbody width requirement. John & Hannah Michals Field Investigation Report Page 3 Anticipated Impacts • The dredging of the canal will result in the removal of 443 yd' of material within the PTA and EW AEC. • The dredging of the canal will result in 6,300 ft2 of shallow water bottom disturbance within the PTA and EW AEC. • The spoil disposal area will disturb 5,050 ftz of high ground within the ES AEC. • The construction of the bulkhead along the proposed alignment will result in the filling of ±1,170 ft2 of the PTA and EW AEC along 180' of the ES AEC filling ±540 ftz of CW AEC. • The construction of the bulkhead will disturb ±5,400 ft2 of high ground within the ES AEC.
