Good morning and thank you for following up.
As you are aware, we have sampled this system for a number of years. When Envirolink took over the Fender County
Schools contract, the ORC was Don Feller. When discussing this system with Don, he mentioned that he would collect
the samples on the pond. He did this for several events until he left the area. I had asked my field guys to continue
sampling the pond when we collected the monitoring wells (March, July and November). At some point in time, we did
receive the new and current permit. We created new chain of custody forms (attached) for the monitoring wells and
wastewater. These parameters were sampled for several events.
I have spoken with the field tech that has normally sampled this site about the error in sampling. He inadvertently used
the old chain of custody from the permit that we had received when we began this work at least 10 years ago. In short,
this was our error and it should not have happened. We are glad to go ahead and collect the correct samples next week
to get back on the correct schedule/parameter list. As well, I am glad to discuss this with Thom Tharrington if you woulc
like. Any penalties that you receive due to our error, will be our responsibility.
I am truly sorry that this mistake occurred; please let me know what I/we can do to make this right. I will await your
reply and be glad to discuss this with you via telephone if you prefer.

I am confused as to why the sampling for South Topsail changed. I have attached an NDMR report from July
2019 and the required sampling is on this report.
To respond to the Notice of Violation I need to understand what happened. If someone now has a outdated
permit how was the sampling known to be pulled
in the prior months. That is not only my question but it will be the question the state will ask me.
