Vegetation monitoring was conducted for four growing seasons on both sites and was discontinued after the 1999 monitoring year. Hydrologic monitoring has been conducted on Site 1 (Horsepen Creek) for four years and on Site 2 (Old Oak Ridge Road) for two years since remediation of the site was completed. The sites lie adjacent to the Bryan Boulevard Extension. Site 1 is located at the intersection of Bryan Boulevard and Fleming Road. Site 2 is located near the intersection of Bryan Boulevard and Old Oak Ridge Road. Both sites provide mitigation to offset impacts associated with Project U-608, the extension of Bryan Boulevard. Please refer to the 2000 monitoring report for the Bryan Boulevard mitigation sites for more information on the history and success of the sites. Both sites met the minimum hydrologic success criteria during the 2000 monitoring year. NCDOT is currently working to determine a suitable organization to transfer ownership. At this time, NCDOT is requesting to discontinue monitoring of the Bryan Boulevard mitigation sites. The installation of the force main will require 15 feet of temporary easement in addition to the 20-foot easement already in existence. These improvements are part of a sewer improvement plan that will have regional benefits. The potential impacts to our mitigation site appear to be minimal and temporary. We have discussed this request with the U.S. Army Corps of Engineers and the N.C. Division of Water Quality. The agencies expressed no major concerns with this action, in regards to potential impacts to our mitigation site. The discussion did not include any work outside our property boundary. NCDOT will allow the construction of this sewer force main on our property. However, this action must be contained within the 40-foot easement you specified (15-foot temporary and 20-foot permanent easements). You are required to obtain all permits for your work. Furthermore, all work should be coordinated with our staff. Part of the agencies' agreement to your work is dependent on NCDOT's completing necessary remediation work on this property at the same time. O Charles R:.Cox, P.E. will be your NCDOT contact.
