Afternoon all,
The agent for Dare County Shallowbag Bay Channel project has requested a change in the final
location of the dredge spoil. In the application circulated the final disposal site was the Dare Co.
airport. In the above attachment and summarized below the applicant is proposing to change the
final disposal site to the landfill located in Manns Harbor. The dredging operation and shore based
transfer site has not changed, only the final spoil site.
Please let me know if this changes any previously submitted comments once you have reviewed the
changes, and if you have not provided comments to date please note this change before you provide
any comments.

Good morning Ron,
As I had mentioned to you on the phone a couple of weeks ago, Dare County is now seeking to
disposal of the dredged material from Shallowbag Bay at the C&D Landfill located at 1603 Cub Road in
Manns Harbor rather than at the Dare County Regional Airport in Manteo (which was the site
included in the County's CAMA Major Permit application). Please see the attached letter describing
the nature of this proposed change which includes a figure depicting the precise location of the

Subject: Shallowbag Bay Channel Maintenance Project: Disposal Area Location
Dear Mr.Renaldi,
As you are aware, an application for a CAMA Major Permit was submitted on behalf of Dare County on
March 11, 2020 to allow for maintenance dredging within the federally authorized channel (Ranges 1-5)
through Shallowbag Bay. The action as described in the permit application includes dredging
approximately 124,063 cubic yards of material with a mechanical dredge. The material would then be
transported via barge and truck to designated areas on the grounds of the Dare County Regional Airport.
Since submitting the permit application, Dare County has determined that disposing the material at the
county's C&D landfill located at 1603 Cub Road in Manns Harbor would be a preferred location
opposed to at the airport. The landfill is well situated to accommodate this volume of material and can
utilize it a both top cover and for mixing with C&D materials within the landfill. County representatives
have coordinated with the landfill staff to determine that the landfill has capacity and would welcome
this material. The specific location for stockpiling within the landfill property will be limited to within
two cells. Once cell encompasses approximately 21 acres of land while the other encompasses
approximately 17 acres (Figure 1). The landfill holds an active mining permit (#24-28) issued by
DEMLR. Through coordination with DEMLR, it has been determined that the disposal and stockpiling
of this material within the two cells at the landfill would be covered by the landfill's mining permit. In
addition, the Division of Solid Waste (DSW) has reviewed a risk -based screening analysis that was
performed to evaluate human health -based exposure risks and environment protection -based (i.e.,
"protection of groundwater") risks to any metals and volatile organic carbons detected in the material
within the proposed dredged areas. From a regulatory perspective, the DSW determined that the
material can either be disposed within the landfill or used as operational cover.

As originally described in the permit application, the dredged material will continue to be transported to
the offloading site via barge and then transferred to trucks. The trucks will now carry the material
directly to the landfill at Manus Harbor where it will be stockpiled within the designated areas. The
material will then dry until it passes the paint filter test (EPA Method 9095B). Once adequately dried,
the material will be utilized for top cover or mixing into the landfill at the landfill personnel's discretion.
Please note that the stockpiling area is not under CAMA wetland jurisdiction.
