Send all suspicious email as an attachment to report.spam@nc.gov 2 To Whom it May Concern, The purpose of the Matheson Avenue Streetscape project is to provide pedestrian, bicycle, and aesthetic improvements on the existing Matheson Avenue from North Tryon Street to Jordan Place for improved connections between North Tryon Street and the LYNX Blue Line Extension, Cross Charlotte Trail, and the popular NoDa area. The improvements include sidewalk widening from 5 to 8 feet along the south side of the roadway and bridge, a new separated bike path along the south side of the roadway with a separate bike path on the bridges, a new bike lane in the westbound direction along the north side of the roadway and bridges, and various aesthetic additions such as benches, trees, and lights. Carolina Wetland Services initiated correspondence with your office on behalf of the City of Charlotte. The attached letter is the response from your office regarding this initial correspondence and this is a follow up email to detail the requested information. Also attached are the plansheets pertinent to this discussion to show the proximity of the Chadbourn Hosiery Mill (MK2879) and the North Charlotte Historic District (MK1666) resources to the proposed Matheson Avenue Streetscape project. Upon refined design, the Chadbourn Hosiery Mill is well beyond the project’s limits of disturbance as shown on the overview figure. There will be no disturbance to this resource. However, the project comes close to the North Charlotte Historic District (Sheet 7) and is proposing temporary disturbance within the District (Sheet 8). · Sheet 7 depicts no disturbance to the District’s boundary. · Sheet 8 depicts that no permanent disturbance will occur within the District’s boundary – the permanent fill slope disturbance will NOT occur within the boundary. · Sheet 8 depicts a temporary construction entrance across a corner of the boundary; however, this is proposed in a location that has been previously disturbed (see imagery below, not associated with this project) sometime between 6/2015 and 10/2016 (GoogleEarth) 3 This project does not impact the Chadbourn Hosiery Mill, but does propose a temporary construction entrance in a previously disturbed area within the North Charlotte Historic District. Therefore, we believe this project will not have an effect on historic resources. Moreover, this project provides an improvement to the community, promoting cohesiveness and safety, with minimal disturbance.
