Packets containing the meeting agenda, vicinity map, location map, alternative typical sections; alternative impacts tables, hydraulic design table, stream characteristics table, jurisdictional waters table and Alignment Alternatives 1, 3 and 5 mapping were mailed to the Merger Process Team members prior to the meeting. Gary Jordan, of the US Fish and Wildlife Service, was unable to attend, but concurred with the information sent to the Merger Team Meeting. The meeting also provided the opportunity for the resolution of any agency comments concerning the Environmental Assessment, which was approved by the FHWA on February 23, 2006, and distributed. A large scale, (1 inch = 400 feet), color constraints map, a USGS Map and a large scale, (1 inch = 100 feet), Public Hearing Map were displayed during the Concurrence Point 3 / Point 4A Meeting discussion. , Project Description • Within U-3326A, US 29-Business (Freeway Drive) will be widened to a multi-lane facility from approximately 150 feet South of SR 2670 (South Scales Street) to SR 2686 (Richardson Drive). Within U-3326B, US 29-Business will be widened to a multi-lane facility from SR 2686 (Richardson Drive) to approximately 1,050 feet North of NC 14. Both sections of the project will be let to contract simultaneously. • Total project length is 6.7 miles. Current Schedule • Environmental Assessment: February 2006 (Complete) • FONSI: July 2007 • Right of Way Acquisition: March 2008 • Construction: October 2010 Purpose and Need Review The Purpose and Need of this project is to increase the capacity and the level of service of US 29-Business in Reidsville. The Merger Process Team reached concurrence for Point 1 - Purpose and Need on May 8, 2002. Typical Sections Upon reaching concurrence on Point 2 on May 8, 2002, eight project alternatives were approved for further study. After that meeting, the Merger Team approved the advancement of only the four best-fit typical sections. (Alternative Nos. 1 through 4) The Merger Team then added the combination alternative, Alternative No. 5 The meeting also provided the opportunity for after verbally eliminating the original four symmetrical alignment alternatives. The following five alignment alternatives were carried forward to the Point 2A Meeting for further consideration. • Alternative No. I - Four-lane divided, shoulder section • Alternative No. 2 - Four-lane divided, curb & gutter section • Alternative No. 3 - Five-lane divided, shoulder section • Alternative No. 4 - Five-lane divided, curb & gutter section • Alternative No. 5 - Four-lane divided, shoulder / curb & gutter section The Merger Team concurred on Point 2A on April 21, 2005, approving the extension of the existing project pipes and culverts. The three alignments approved for further study in the Environmental Assessment were Alternative Nos. 1, 3 and 5. Alternative 5 was recommended by the NCDOT in the Environmental Assessment. V-3326: March 15, 2007, Concurrence Points 3 & 4A Meeting April 5, 2007 Detailed Study Alternatives Carried Forward Based on the purpose and need of the project and consideration for the water supply watershed protected area, best-fit alignment options proposing curb and gutter along the entire project length were eliminated from further consideration during the Point 2A Meeting. Additional right-of-way was included in the roadway plans to accommodate hazardous spill basins along all streams within one half mile of the water supply watershed protected area. These right-of-way areas were added to the roadway plans prior to the public hearing held in Reidsville on May 16, 2006. Section 404 Jurisdictional Areas ("Waters of the United States") The following table shows wetland impacts as reported in the Natural Systems Natural Resources Technical Report (April 2002), the NRTR Addendum (September 2003), the NRTR Addendum II (December 2004) and . Revisions to the NRTR and Executive Summery (March 2005). During the Point 2A Meeting, Intermittent Channel Evaluation Forms were also distributed for the merger team's review. The three small wetland areas contained within this project are of poor quality and were created as a result of the construction of US 29 Business. These wetland areas are not adjacent to any of the three major project stream crossings. This decision was based on consideration for the water supply watershed protected area of Lake Reidsville and the Haw River in the southern one-third of the project and on business impact reductions within the commercial district in the northern two-thirds of the project. Best-Fit Alignment Alternatives Nos. 1 and 3 were eliminated from further consideration. Alternative No. 1 imposed more impacts on businesses in the commercial district of this project, than did Alternative No. 5, by proposing a four-lane shoulder cross-section for the entire project length. In proposing a five-lane shoulder cross-section for the entire project length, Alternative No. 3 increased the roadway crash potential, as well as, increased impacts to business along the commercial section of Freeway Drive within the project limits. The Merger Process Team concurred with including hazardous spill basins in the project and with the reduction of ramp and loop impacts at all three interchanges as Avoidance & Minimization measures for Point 4A. Stream avoidance & minimization methods will be revisited in the 30% Hydraulic Design Review Meeting for Concurrence Point 4B. Multi-use path stream impacts, mitigation and right-of-way acquisition will also be discussed during the upcoming Concurrence Point 4B Meeting. Due to impaired waters at the Stream 13 (Unnamed Tributary of Little Troublesome Creek) crossing, minimization methods to be revisited will include steepening slopes, using retaining walls, multi-use path relocation, a pedestrian bridge and the necessity of additional hazardous spill basins outside of the critical area in the first mile of the project. 1J-3326: March 15, 2007, Concurrence Points 3 & 4A Meeting April 5, 2007 Other Items An updated list. of roadway design revisions made since the Concurrence Point 2A Meeting, as a result of the Design Public Hearing and after the Design Public Hearing, was distributed and reviewed during the meeting. A list of stream impact revisions was also distributed and discussed during the meeting. The Work Zone Traffic Control Unit will recommend any necessary pavement markings associated with the proposed multi-use path along Freeway Drive, from Lawndale Drive to Little Troublesome Creek. Division 7 Right-of-Way Personnel will investigate the need for access to a vacant property along Freeway Drive-Northbound at Sta. 150+00-L- and the replacement of existing guardrail at that location. The vacant property contains the ravine of Stream 13, an unnamed tributary of Little Troublesome Creek. Per the NCDWQ, no additional hazardous spill basins will be required outside of the Hazardous Spill Basin Zone, encompassing the first mile of the project. This area starts at the project beginning or the intersection of Freeway Drive with South Scales Street (-Y1-) and ends at the intersection of Freeway Drive with Lawndale Drive (-Y4-). The Merger Process Team will next meet regarding Concurrence Point 4B - 30% Hydraulic Design Review. Thank you, to all participants in the concurrence meeting held on Thursday, March 15, 2007. A list' of stream impact revisions was also distributed and discussed during the meeting. The Work Zone Traffic Control Unit will recommend any necessary pavement markings associated with the proposed multi-use path along Freeway Drive, from Lawndale Drive to Little Troublesome Creek. Division 7 Right-of-Way Personnel will investigate the need for access to a vacant property along Freeway Drive-Northbound at Sta. 150+00-L- and the replacement of existing guardrail at that location. The vacant property contains the ravine of Stream 13, an unnamed tributary of Little Troublesome Creek. Per the NCDWQ, no additional hazardous spill basins will be required outside of the Hazardous Spill Basin Zone, encompassing the first mile of the project. This area starts at the project beginning or the intersection of Freeway Drive with South Scales Street (-Y1-) and ends at the intersection of Freeway Drive with Lawndale Drive (-Y4-).
