Subject: Notice of Deficiency — (NOD-2020-PC-0193)
Dear Mr. Henderson:
In a letter received from the NCDEQ dated April 13, 2020, the division reported a few non-compliance
issues in the review of the annual report of land application permit WQ0037135.
The first item brought to our attention was the amount of dry tons land applied from the source facility
of Yadkin Valley Sewer Authority. A permit modification will be completed soon to raise the number of
dry tons allowed from the Yadkin Valley Sewer Authority.
The second item was concerning the order of the forms in the annual report. The order of the annual
report will be changed in future reports.
The third item was wanting the supporting documentation of the 30-day bench scale for the following
source facilities: Baxter Healthcare Corporation, Yadkin Valley Sewer Authority, Thurmond Street WWTP
(North Wilkesboro WWTP), and Rutherfordton WWTP. I have contacted the laboratory and have
included the bench sheets for the 30-day bench scale results of these source facilities.
The fourth item was concerning that some parameters being omitted from the TCLP report from the
source facility of Yadkin Valley Sewer Authority. The full report has been included that has all of he
required parameters listed.
A fifth item of concern is with the soil analysis from field NC-WK-BP-02, showing an elevated level of
Copper. I have taken two sets of samples from the application area, one labeled BP21, which is from the
application area, the other labeled BP21A is from the buffer area, which receives no residuals. The
samples were sent to both NCDA&CS and to Waypoint Analytical. All samples showed levels less than
2000, with the areas that do not receive residuals having a higher level of copper than the areas that do
receive residuals. We will take additional samples later in the year to keep an eye on the copper levels.
The last item was concerning fields that were presented in the SSFA results; however, they did not
receive any land application activities in the calendar year of 2019. We normally will take soil samples
from an entire farm when we are taking soil samples from fields that received residuals. We do this for
the landowners' benefit. These fields did receive lime according to the recommendations of the SSFA
because they are scheduled to receive residuals in the calendar year of 2020. They received the
following amounts of lime: Field NC-WK-SK-03 1 ton per acre, NC-WK-SK-04C 1 Ton per acre, NC-RU-FLB-
04 1 Ton per acre, and field NC-RU-FLC-01 1 Ton per acre. Lime application is normally spread in half ton
increments due to it being exceedingly difficult to buy lime and calibrate the lime spreader in a more
precise measurement less than half ton increments.
