Dear Mr. Breslow:
This correspondence is in reference to the Neu -Con Umbrella Mitigation Bank,
Arrington Bridge III Wetland Mitigation Site, located in eastern North Carolina. The site is
adjacent to the Neuse River in the Upper Neuse Cataloging Unit (03020201) and located
southeast of the intersection of Arrington Bridge Road and U.S. Highway 117, in
Goldsboro, Wayne County, North Carolina. The purpose of this letter is to confirm the
release of wetland restoration and enhancement credits associated with the Year 4
Monitoring activities for this project.
Pursuant to the Mitigation Banking Instrument (UMBI) entitled, Neu -Con Umbrella
Wetland Mitigation and Stream Restoration Bank, approved April 2, 2001 and amended
April 10, 2009 and February 2, 2017; the site -specific Arrington Bridge III Final Mitigation
Plan dated November 30, 2015; the Arrington Bridge III Year 4 Monitoring Report dated
October 2019; and the Adaptive Management Plan dated February 2020, 5 percent of the
mitigation site's total restoration and enhancement credits shall be available for sale
provided the Year 4 Monitoring Report, and adaptive management plan demonstrates
interim performance standards are being met.
By copy of this correspondence, we confirm that you have satisfied the above
requirements for the Year 4 Monitoring credit release, and 1.63 wetland mitigation units
(WMUs) are now available for sale. To date, 22.76 WMUs (70 percent of the total
restoration and enhancement credits) have been released for sale.

Please be aware that the Long Term Maintenance and Monitoring Performance Bond
for the Arrington Bridge III Wetland Mitigation Site will expire on January 26, 2021.
Failure to submit financial assurance prior to the expiration date may lead to a
suspension in credit sales.
Please also note that 24 percent of the site contains low stem growth; additional
monitoring may be required if low stem growth continues. Further, low stem growth may
lead to a reduction and/or withholding of future credit releases. This determination will be
based on the Year 5 Monitoring Report.
